围填海空间规划体系的整合研究

【摘要】：随着沿海区域经济的迅猛发展以及城市人口增长压力的加大,土地资源的短缺问题日益突出,利用围填海的方式拓展土地空间已经成为世界性的趋势和沿海各国的战略选择。但是由此产生的诸多生态负效应却是不容忽视的,这要求人们对于围填海必须坚持极其严谨的态度。目前在我国,围填海造地活动方兴未艾,并且仍然处于从“无序”到“有序”的摸索阶段,尤其是在规划引导方面,尚未形成系统而科学的体系,亟需增强领域内的理论建设和方法研究。在此背景下,论文以围填海的空间规划为研究点,以提高围填海空间规划的系统性、整体性和科学性为研究目的,首先通过文献研究和案例分析相结合的方法,对国外的围填海经典案例和理论方法进行了研究,进而总结出宏观、中观和微观三个不同层面上围填海空间规划的核心内容,并在此基础上通过系统分析,提炼出围填海空间规划体系内各内容要素的整合方法。最后针对我国填海空间规划的现状和问题,提出对整合我国填海空间规划体系行之有效的改进建议。论文的创新之处在于将围填海空间规划体系看做一个由若干内容要素以一定的结构形式组成的有机整体,并试图通过对内容要素的有机组织来完善整体的功能,更有效的发挥围填海空间规划的规划引导作用,对我国的围填海造地具有现实可行的指导意义。论文由四大部分组成,其中第一部分为绪论,明确课题的研究背景、意义和研究对象,并对本课题已有的相关研究进行分类阐述。第二部分为围填海的历史进程及三个围填海实践案例的分析。第三部分为本文的主体部分,主要分为三章,首先结合世界各国的理论和实践对围填海空间规划的核心内容进行了探讨,随后在此基础上总结出整合围填海空间规划的方法要点,最后分析我国围填海的历史、现状及存在问题,并提出合理建议。最后一部分为结论与展望,是对本次研究的概括总结和对研究不足之处的展望。
[Abstract]:With the rapid development of coastal region economy and the increasing pressure of urban population growth, the shortage of land resources has become increasingly prominent. It has become a worldwide trend and strategic choice for coastal countries to expand land space by means of reclamation. However, many ecological negative effects can not be ignored, which requires people to adhere to a strict attitude towards reclamation. At present, in our country, reclamation activities are in the ascendant, and they are still in the groping stage from "disorder" to "order", especially in the aspect of planning and guiding, yet a systematic and scientific system has not been formed. It is urgent to strengthen the theoretical construction and method research in the field. Under this background, the paper takes the spatial planning of reclamation as the research point, and aims at improving the systematicness, wholeness and scientificalness of the spatial planning of reclamations. Firstly, it combines the method of literature research and case analysis. This paper studies the classical cases and theoretical methods of reclamation in foreign countries, and then summarizes the core contents of the spatial planning of reclamation on three different levels: macro, meso and micro, and on this basis, through systematic analysis. Abstract the integration method of each content element in the reclamation spatial planning system. Finally, aiming at the present situation and problems of China's reclamation spatial planning, the paper puts forward some effective suggestions for improving the integration of China's reclamation spatial planning system. The innovation of this paper lies in the fact that the planning system of reclamation space is regarded as an organic whole composed of a number of content elements in a certain form, and tries to perfect the function of the whole by organically organizing the content elements. Giving full play to the planning and guiding role of the reclamation spatial planning has practical and practical guiding significance for the reclamation of land in our country. The thesis is composed of four parts, the first part is the introduction, the research background, significance and research object of the subject are defined, and the related research on this subject is classified and expounded. The second part is the historical process of reclamation and the analysis of three practical cases. The third part is the main part of this paper, which is divided into three chapters. Firstly, combining with the theory and practice of the world countries, the paper discusses the core content of the reclamation space planning. On the basis of this, the main points of the method of integrating the reclamation space planning are summarized. Finally, the history, present situation and existing problems of the reclamation in China are analyzed, and some reasonable suggestions are put forward. The last part is the conclusion and prospect.
