城市中的“菜地”——英国“配额地”制度及其启示

【摘要】：首先介绍了英国配额地的概念,对其产生背景和发展过程进行了阐述和分析,总结了英国配额地的历史发展与演变特征。然后以纽卡斯尔市为例,研究了该市配额地目前的发展状况,透视了配额地发展背后的制度设计及配套机制。最后基于英国配额地发展的经验,结合目前我国部分城市出现的菜地问题,探讨了英国配额地对于我国的借鉴之处。
[Abstract]:Firstly, the concept of British quota land is introduced, its background and development process are expounded and analyzed, and the historical development and evolution characteristics of British quota land are summarized. Then, taking Newcastle City as an example, this paper studies the current situation of the development of quota land in Newcastle City, and probes into the system design and supporting mechanism behind the development of quota land. Finally, based on the experience of the development of British quota land and the problems of vegetable land in some cities of our country at present, this paper probes into the reference of British quota land for our country.
