资源型经济区产业路径依赖的形成机制、特性与破解

【摘要】：传统的路径依赖理论强调初始的产业选择对区域产业发展具有决定性意义,能够揭示资源衰竭型城市经济发展出现困境的原因,但无法分析一些资源型城市在发展过程中走向复苏或成熟这一现象。基于此,首先分析产业路径依赖的形成演化机制,在此基础上研究其演化过程中所表现出的特性。研究发现由于区域内生力量和外生力量在产业发展过程中施加的影响强度和时机不同,产业路径依赖在其形成发展过程中一方面可以表现出"锁定"的刚性,另一方面表现为渐进偏离的"粘性"。从这一特性角度,可以很好解释产业路径依赖形成过程中所出现的不同特征事实。其次,为了探索产业路径依赖偏离的驱动因素,构建产业依赖度变化模型,通过该模型将引起产业路径依赖度变化的因素分解为工业内部转型、工业化和区域经济结构三个因素,并探讨其贡献度,这为制定产业偏离策略提供依据。同时,以丝绸之路经济带核心区——新疆为例,探讨了新疆石油产业在转型发展过程中的路径依赖驱动因素。最后,根据研究提出路径偏离的策略以及政策建议。
[Abstract]:The traditional path dependence theory emphasizes that the initial choice of industry is of decisive significance to the development of regional industry, and can reveal the reasons for the predicament of the economic development of resource-exhausted cities. However, it is impossible to analyze the recovery or maturity of some resource-based cities in the process of development. Based on this, this paper first analyzes the evolution mechanism of industrial path dependence, and then studies the characteristics of industrial path dependence in the process of evolution. It is found that due to the difference in the intensity and timing of the influence exerted by regional endogenous forces and exogenous forces in the process of industrial development, industrial path dependence can, on the one hand, exhibit the rigidity of "locking" in the process of its formation and development. On the other hand, it is shown as the "stickiness" of gradual deviation. From this point of view, we can explain the different characteristics in the process of industrial path dependence formation. Secondly, in order to explore the driving factors of industrial path dependence deviation, a model of industrial dependence change is constructed, through which the factors that cause industrial path dependence change are decomposed into industrial internal transformation. Three factors, industrialization and regional economic structure, and their contribution degree are discussed, which provides the basis for the formulation of industrial deviation strategy. At the same time, taking Xinjiang as the core area of the Silk Road economic belt, this paper discusses the path dependence driving factors of Xinjiang petroleum industry in the process of transformation and development. Finally, according to the study, the strategy of path deviation and policy recommendations are put forward.
