基于和谐论的登封市人水关系评价与调控研究

【摘要】:水是生命之源、生产之要、生态之基,各行各业健康发展都离不开水,但是随着经济社会不断快速发展,人口规模不断增大,人类对水体环境的影响越来越明显,各种水问题不断出现,洪涝、干旱灾害日趋频繁、水体污染问题日益严重,人水关系正变得越来越不和谐。人水关系正成为世界水问题的研究热点,人水和谐是人与自然和谐相处的重要问题,也是新时期治水思路的根本要求。人水关系研究对于协调区域人水关系,走水资源可持续利用具有重要意义。登封市地处豫西山区,属于半干旱地区,水资源量短缺,历史上旱涝灾害频繁,同时水体污染严重,农村用水安全问题突出,人水关系较为紧张,进行登封市人水关系研究意义深远。本文在总结国内外人水关系研究现状的基础上,将和谐论引入登封市人水关系研究,主要的研究内容包括以下几方面: (1)登封市历史人水关系演变分析。基于人水关系概念及内涵,从登封市水环境与水利开发与利用演变历史两个角度来分析登封市人水关系演变历史。水环境演变历史主要是分析了文献记录的登封市历史上洪涝、干旱灾害爆发情况,水利开发与利用演变历史主要是分析了文献记录的登封市从古至今的水利工程建设情况。 (2)登封市人水关系评价指标体系建立。基于人水关系概念和内涵,从水系统、人文系统、人水系统相互作用三个方面确定了健康度、发展度、协调度三个准则层,并以此为基础构建了基于和谐论的登封市人水关系评价指标体系。 (3)提出基于和谐论的登封市人水关系量化计算方法。对于和谐参与者较少、和谐规则明确的和谐因素,其和谐方程参数根据定义计算,对于和谐参与者数目较多,采取多指标评价计算参数。总的人水关系和谐度值通过各因素子和谐综合计算得到。 (4)基于和谐论的登封市人水关系调控。以人水关系和谐度最高为目标函数,以经济目标、社会目标、环境目标等为约束条件构建调控模型。基于调控模型,设定规划年各频率下限、上限方案,,再通过不断的方案比选、增加调控措施得到优选方案。最后根据计算结果,分别从健康度、发展度、协调度三个方面提出了针对登封市的可行的人水关系调控对策。
[Abstract]:Water is the source of life , the production is the foundation of ecology , the healthy development of all walks of life is inseparable from water , but with the rapid development of economy and society , the population size is constantly increasing , the water pollution problem is becoming more and more serious , the water pollution problem is becoming more and more serious , the water pollution problem is becoming more and more serious , the people ' s water relation is becoming more and more serious .
Based on the concept and connotation of human - water relationship , the history of water - water relationship in Dengfeng city is analyzed from two angles of water environment of Dengfeng city and development and utilization of water resources .
( 2 ) The evaluation index system of water relationship of Dengfeng city is established . Based on the concept and connotation of human - water relationship , three criteria of health , development and coordination are determined from three aspects of water system , humanistic system and human - water system .
( 3 ) A quantitative calculation method for the relationship between human and water in Dengfeng city based on harmony theory is put forward . The harmony equation parameters are calculated according to the definition , and the harmony equation parameters are calculated according to the definition .
( 4 ) Based on the harmonious theory of people ' s water relationship regulation , the regulation model is constructed based on the harmonious degree of human - water relationship as the objective function , economic goal , social goal , environmental goal and so on . Based on the control model , the lower and upper limit schemes of each frequency are set up , and the optimal scheme is obtained through the continuous program comparison and the increase of control measures . Finally , according to the calculation results , the feasible human - water relationship control countermeasures are put forward from three aspects : health degree , development degree and coordination degree .
