【摘要】：黄河水利工程是黄河防洪的重要基础设施，也是保障沿黄人民群众生命财产安全和经济社会发展的重要屏障。新中国成立以来，，党和政府十分重视黄河治理开发工作,为减少洪水灾害造成的损失，有效控制洪水，投入大量资金对黄河进行修筑堤防，在上游修筑水库拦蓄和调节洪水，在下游修筑险工控导工程对河势进行控制，保证黄河洪水能够在汛期顺利流入大海，通过多年的努力，保证了黄河将近70年没有发生决口现象，同时充分利用黄河水资源为沿黄各地人民群众造福，促进了沿黄各地的经济发展和人民生活水平的提高，保证了人民群众的生命和财产安全。为解决长期计划经济体制下存在的管理体制不理顺，管理职责相互交叉，管理经费和维修养护经费严重不足，习惯依靠经验进行管理，不能对管理的各个环节进行有效控制等问题，根据水利部、财政部安排，山东河务局2006年对下属的各基层单位进行了管理体制改革，通过改革，初步建立起管养分离的黄河水利工程管理机制。由于黄河工程管理的特殊性，黄河水利工程管理体制改革后，在运行过程中仍存在一些亟待解决的问题，这些问题的存在，对工程管理和维修养护工作的顺利开展、深化治黄改革的深入进行产生了不同程度的阻碍。本论文在对相关概念界定和理论分析的基础上，简要介绍了山东黄河基本情况，回顾了计划经济条件下的黄河水利工程管理情况和山东黄河水利工程管理体制改革情况。对水管体制改革后山东黄河水利工程管理机制现状中管理机构构成、职责、管理经费等进行了分析，指出现行山东黄河水利工程管理运行机制中存在的问题，如水利工程管理单位主体地位得不到充分体现、维修养护单位履行合同能力不强、基层水管单位管理经费不足、工程建设与工程管理脱节、用人机制不理顺等。通过对日本、美国、荷兰等国的水利工程和水资源管理体制进行分析，为黄河水利工程管理体制进一步加快改革步伐提供有益的经验，进而提出完善山东黄河水利工程管理机制措施。从加强人才培训和管理、健全规章制度；进一步明确各方职责，工程维修养护推行“项目法人制”；维修养护企业合理利用和引进人才、以岗定薪建立奖励机制，采取“三步走”方针引入竞争机制推动养护企业发展壮大；多渠道筹集资金弥补事业经费不足；工程建设与工程管理相结合等方面提出进一步加快山东黄河水利工程管理机制改革步伐的对策和建议。
[Abstract]:The Yellow River water conservancy project is an important infrastructure for flood control of the Yellow River, and also an important barrier to ensure the safety of life and property and the economic and social development of the people along the Yellow River. Since the founding of New China, the Party and the government have attached great importance to the management and development of the Yellow River. In order to control the river regime and ensure that the flood of the Yellow River can flow smoothly into the sea during the flood season, through many years of hard work, the Yellow River has not had a breakout for nearly 70 years. At the same time, making full use of the water resources of the Yellow River for the benefit of the people in various places along the Yellow River has promoted the economic development and the improvement of the living standards of the people along the Yellow River, thus ensuring the safety of the lives and property of the masses of the people. In order to resolve the irregularity of the management system existing under the long-term planned economic system, the overlapping of management responsibilities, the serious shortage of funds for management and maintenance, and the habit of relying on experience for management, Unable to effectively control all aspects of management, according to the arrangement of the Ministry of Water Resources and the Ministry of Finance, the Shandong River Bureau carried out a reform of the management system of the subordinate grass-roots units in 2006. The management mechanism of the Yellow River water conservancy project with separated management and maintenance was established preliminarily. Because of the particularity of the Yellow River project management, after the reform of the management system of the Yellow River water conservancy project, there are still some problems to be solved in the course of operation. Deepening the reform of the Yellow River has resulted in various degrees of obstruction. Based on the definition of relevant concepts and theoretical analysis, this paper briefly introduces the basic situation of the Yellow River in Shandong Province, and reviews the management situation of the Yellow River water conservancy project under the planned economy and the reform of the management system of the Shandong Yellow River water conservancy project. This paper analyzes the present situation of the management mechanism of the Yellow River water conservancy project in Shandong after the reform of the water pipe system, and points out the problems existing in the management and operation mechanism of the current water conservancy project of the Yellow River in Shandong Province. For example, the main status of water conservancy project management unit can not be fully reflected, the maintenance unit is not strong enough to fulfill the contract, the management funds of the basic water management unit are insufficient, the project construction is out of touch with the project management, and the employment mechanism is not straightened out. Through the analysis of water conservancy projects and water resources management systems in Japan, the United States, the Netherlands and other countries, it provides useful experience for further speeding up the reform of the Yellow River water conservancy project management system. And then put forward the measures to perfect the management mechanism of the Yellow River water conservancy project in Shandong Province. From strengthening personnel training and management, perfecting rules and regulations, further clarifying the responsibilities of all parties, carrying out the "project legal person system" for project maintenance and maintenance, rationally utilizing and introducing talents to maintenance and maintenance enterprises, establishing an incentive mechanism with fixed salary on the job, Adopting the "three-step" policy to introduce the competition mechanism to promote the development and growth of the maintenance enterprises, to raise funds through multiple channels to make up for the lack of funds for the cause; The countermeasures and suggestions for further speeding up the reform of the management mechanism of the Yellow River water conservancy project in Shandong Province are put forward in the aspects of the combination of engineering construction and engineering management.
