广西建立水生态补偿机制探讨

【摘要】：当前,建立水生态补偿机制已成为社会各界广泛关注的热点问题。自治区人大代表和政协委员多次提出建议和提案,呼吁尽快建立相关机制和政策。与此同时,学术界也开展了相关的研究工作,特别是关于水生态系统服务功能的价值评估和水生态系统综合评估等研究,为水生态补偿机制建立和政策设计提供了一定的理论依据。2015年《国务院关于印发水污染防治行动计划的通知》(国发[2015]17号)等关系到未来水资源、水环境、水生态发展方向的纲领性文件都明确提出,建立健全水生态补偿机制,为开展广西水生态补偿机制研究提供了科学基础和政策依据。本文就广西如何建立水生态补偿机制进行些探讨。
[Abstract]:At present, the establishment of water ecological compensation mechanism has become a hot issue widely concerned by all walks of life. Deputies to the people's Congress of the autonomous region and CPPCC members have repeatedly put forward suggestions and proposals, calling for the establishment of relevant mechanisms and policies as soon as possible. At the same time, the academic community has also carried out relevant research work, especially on the value assessment of the water ecosystem service function and the integrated assessment of the water ecosystem, etc. It provides a certain theoretical basis for the establishment of water ecological compensation mechanism and the policy design. The State Council's notice on issuing and issuing an Action Plan for Water pollution Control in 2015 (Guofa [2015] 17) is related to the future water resources and water environment. The programmatic documents of the development direction of water ecology all put forward clearly that establishing and perfecting the mechanism of water ecological compensation provides scientific basis and policy basis for the research of water ecological compensation mechanism in Guangxi. This paper discusses how to establish water ecological compensation mechanism in Guangxi.
