基于生态足迹理论的肇州县土地资源可持续利用研究

【摘要】:近年来,在我国加快推进农业现代化、工业化、城镇化进程的大趋势下,肇州县进入21世纪后,特别近年来,经济社会发展速度不断加快,农业现代化、工业化、城镇化进程也不断加快,县域经济发展取得了丰硕的发展成果,但是由于以资源为代价换取经济的高速增长,使得肇州县县域经济发展也出现了人地紧张、生态退化等资源环境问题。本文查阅国内外大量相关文献,归纳分析相关研究理论,通过实证分析和定量分析,深入分析了肇州县发展现状,为分析肇州县可持续发展提供了数据支撑。本文采用生态足迹模型对肇州县2010年生态足迹进行了分析评价,评价结果得出:肇州县2010年人均生态足迹为3.052gha/cap,人均可利用生态承载力为1.4754gha/cap。并且对肇州县1990年、2002年、2010年时间跨度内的生态足迹进行了横向动态研究,在此基础上,通过生态足迹、生态承载力、万元GDP、发展能力等方面指标的分析,具体评价了肇州县可持续发展状态。横向动态对比结果显示,1990-2010年间肇州县生态足迹呈现迅速增长的趋势,导致这种现象的最直接原因是县域经济发展过程中农业现代化、工业化、城镇化进程加快,是化石燃料消费的增加引起的。1990-2010年肇州县生态承载力呈现小幅度上升趋势,主要原因是随着科技的发展,生产技术不断革新,从而提高了生态承载力,但提升空间有限,任然落后与生态足迹需求的增长速度。1990-2010年间肇州县生态赤字不断加大,因为肇州县县域经济的快速发展导致生态足迹的增长速度远远高于生态承载力的增长速度,所以,目前,肇州县县域经济发展处于不可持续状态,县域经济经发展对土地的需求大大超出了土地的承载能力,形势较为严峻。 因此,如何转变粗放的经济社会发展方式,促进肇州县的可持续发展具有重要意义。肇州县要实现可持续发展,就要针对肇州县现阶段的发展模式中制约可持续发展的因素,转变其发展方式,促进可持续发展。本文根据肇州县实际发展状况,综合分析县域国民经济区位、经济综合发展实力、历史文化等多方面要素,针对问题、分析问题、解决问题,提出建议如下:实现可持续发展,非一朝一夕之事,应本着眼于长远,为子孙后代谋求福利的理念,首先是控制人口规模、提高人口素质;加强耕地保护,提高土地资源管理水平;大力发展低碳经济、循环经济和生态经济,减少环境污染。在肇州县2010年生态足迹中,能源消费占生态足迹比重较大,因此肇州县积极探索低碳化的发展道路,处理好工业化、城镇化发展与资源环境协调发展的关系;加强生态环境保护和治理,提高生态系统承载力。肇州县的资源总量有限,提高生态承载力是肇州县实现可持续发展的另一重要举措:一是增加生产性土地的面积,二是提高生产技术水平,进而提高生产能力。因此转变发展方式,实现低碳发展和提高生物承载力是肇州县实现可持续发展的重要策略。
[Abstract]:In recent years, in our country to accelerate the modernization of agriculture, industrialization, the trend of the urbanization process, Zhaozhou County in twenty-first Century after entering, especially in recent years, accelerating the speed of economic and social development, agricultural modernization, industrialization, urbanization process is accelerating, the development of county economy development has achieved fruitful results, but due to the high speed in order to increase resource costs in exchange for economic development of Zhaozhou county economy, which also appeared in the human nervous, ecological degradation, resource and environmental problems. In this paper, a large number of relevant literatures at home and abroad, summarized relevant research theory, through empirical analysis and quantitative analysis, in-depth analysis of the current situation of the development of Zhaozhou County, to provide data support analysis of sustainable development in Zhaozhou county. This paper uses ecological footprint model to analyze and evaluate the ecological footprint of Zhaozhou County in 2010, the evaluation results: Zhaozhou County per capita in 2010 The ecological footprint is 3.052gha/cap, the per capita ecological carrying capacity is 1.4754gha/cap. and in Zhaozhou County in 1990, 2002, 2010, the ecological footprint within the time span of the transverse dynamic research, based on the ecological footprint, ecological carrying capacity, GDP million yuan, the analysis index development ability, evaluates the sustainable development Zhaozhou County state. The lateral dynamic comparison results show that the ecological footprint of Zhaozhou county during 1990-2010 showed the trend of rapid growth, the most direct cause of this phenomenon is the process of agricultural modernization, the development of county economy in industrialization, urbanization, is caused by the increase of.1990-2010 in Zhaozhou County, the ecological carrying capacity showed a small upward trend of fossil fuel consumption the main reason is that with the development of science and technology, production technology innovation, so as to improve the ecological carrying capacity, but enhance the limited space, Ren However, behind the ecological footprint demand growth rate during.1990-2010 in Zhaozhou County Ecological deficit increased continuously, because of the rapid development of economy of Zhaozhou County in the ecological footprint growth rate is far higher than the growth rate of the ecological capacity, so, at present, Zhaozhou county's economic development is not sustainable, the county economic development the demand for land far beyond the carrying capacity of the land, the situation is more severe.
Therefore, how to change the extensive mode of economic and social development, has important significance to promote the sustainable development of Zhaozhou county. Zhaozhou county to achieve sustainable development, are factors restricting the sustainable development of development model for Zhaozhou County in the present stage, the transformation of the mode of development, promote the sustainable development of Zhaozhou County. According to the actual situation, comprehensive analysis of national economic area county, comprehensive economic development strength, many historical and cultural elements, aiming at the problems, analyze problems, solve problems, suggestions are as follows: to achieve sustainable development, not a short duration of time things, we should focus on the long term, to seek the welfare of the concept for future generations, the first is to control the population, improve population quality; to strengthen the protection of arable land, improve the land resources management level; to develop low-carbon economy, circular economy and ecological economy, reduce environmental pollution in Zhaozhou County in 2010. The ecological footprint, the ecological footprint of energy consumption accounted for a larger proportion, so Zhaozhou county actively explore the development path of low carbon, handle the relationship between industrialization and the coordinated development of urbanization and the development of resources and environment; strengthen environmental protection and governance, improve the bearing capacity of the ecological system in Zhaozhou County. The total amount of resources, improve the ecological carrying capacity is another important measure to realize the sustainable development of Zhaozhou county. One is to increase the area of productive land, two is to improve the level of production technology, improve production capacity. So the transformation of the mode of development, low-carbon development and improve the biological carrying capacity is an important strategy to realize the sustainable development of Zhaozhou county.
