产业结构与水资源消耗结构的关联关系研究

【摘要】：产业结构与水资源消耗结构密切相关,产业结构调整会引起水资源消耗结构的改变.如能在直接促进经济增长的同时,间接实现水资源消耗的减少,才是经济和生态双重效益的体现,也是符合科学发展的理念.本文从福利经济学理论中的生产帕累托最优条件出发,构建了"结构偏差系数"指标,用于测算产业结构与水资源消耗结构的关联关系,尝试从水资源消耗角度为测度经济-生态效益的偏差提供有效方法.实证分析中,本文利用北京市产业经济、水资源及投入产出表等数据,对北京市产业结构、水资源消耗结构的演变及现状进行了测算;在此基础上,计算了北京市三大产业间的结构偏差系数;并根据实证测算结果,对北京市产业结构的调整从水资源消耗角度进行了定性评估及评判.
[Abstract]:The industrial structure is closely related to the structure of water consumption, and the adjustment of industrial structure will change the structure of water consumption. If we can directly promote economic growth and indirectly reduce the consumption of water resources, it is the embodiment of dual economic and ecological benefits, and it is also in line with the concept of scientific development. Based on the Pareto optimal conditions of production in the theory of welfare economics, this paper constructs the index of "structural deviation coefficient", which is used to measure the relationship between industrial structure and water consumption structure. This paper attempts to provide an effective method for measuring the deviation of economic and ecological benefits from the perspective of water resources consumption. In the empirical analysis, based on the data of Beijing industrial economy, water resources and input-output table, this paper estimates the evolution and current situation of Beijing's industrial structure, water consumption structure, and so on. The structural deviation coefficients among the three industries in Beijing are calculated, and the adjustment of industrial structure in Beijing is evaluated qualitatively from the perspective of water consumption according to the results of empirical calculation.
