【摘要】： 版权贸易是各国出版界利用国内外出版资源最有效的手段。我国的版权贸易经过了三十年的发展已经取得了长足的进步,但是国内版权贸易持续逆差确是个不争的事实。这意味着我国图书版权引进与输出的比例严重失调。这种逆差现象不仅制约着我国版权产业的全面发展,而且直接影响到我国出版业的整体实力和竞争力,影响到中华民族先进文化的传播和传承。因此,有效治理版权贸易逆差成了现阶段我国出版产业和版权贸易急需解决的问题。最关键的便是要大力发展我国出版“走出去”。本论文共分六个章节,结合了大量的统计数据,采用定量、实践调查和案例分析的研究方法对我国图书版权贸易,以及逆差产生的成因和治理进行了研究和分析,得出了以下结论：有效治理版权贸易逆差,推动中国出版业走出去,既涉及到版权引进也涉及到版权输出,而合作出版是众多方式中最为合理和有效的一种。因此现阶段应大力发展合作出版这条低成本、高效率且互利共赢的捷径,使我国的精品图书真正走出去。最后,本论文从政府角度、产业角度和企业角度三个方面对如何有效治理逆差,推动图书走出去工程提出了深化出版体制改革,推行转企政策等合理的政策建议。
[Abstract]:Copyright trade is the world publishing industry by domestic and foreign publishing resources is the most effective means. The copyright trade in China after thirty years of development has made great progress, but the domestic copyright trade deficit is an indisputable fact. This means that China's copyright import and export of this serious imbalance. Deficit not only restricts the development of copyright industry in our country, but also directly affects China's publishing industry's overall strength and competitiveness, affect the propagation and transmission of the Chinese advanced culture. Therefore, the effective governance of the copyright trade deficit into the present stage of China's publishing industry and copyright trade need to solve the problem of the key. It is necessary to vigorously develop China's publication of "going out".
This dissertation consists of six chapters, with a large number of statistical data, using quantitative research methods, practical investigation and Analysis on China's copyright trade, studied and analyzed the causes and governance as well as deficits, draws the following conclusions: the effective governance of the copyright trade deficit, promote the China publishing industry to go out not only involves the introduction of copyright is related to copyright output, and cooperation in many ways in publishing is one of the most effective and reasonable. Therefore we should vigorously develop the cooperation in publishing this low cost, high efficiency and win-win Ferraro, so that our quality books really go out.
Finally, from three aspects, from the perspective of government, industry and enterprise, this paper puts forward some reasonable policy recommendations on how to effectively control the deficit and promote the book going out project.
