干部选拔任用部门化问题的成因及对策

【摘要】：近年来,各地党政部门都在积极探索干部选拔任用制度改革并取得了明显成效,但在干部选拔任用的部门主导权、"一把手"用人权、选任机会和选任渠道等方面还存在不同程度的部门化现象。究其原因,主要有:一些部门的主要领导干部受传统用人观的影响;干部人事制度还不完善;干部选拔任用民主监督机制还不健全。要从根本上消除这种部门化现象,必须树立正确的选任标准和导向,规范初始提名制度,完善选任程序和运行机制,健全政绩考评方法,拓宽选任渠道,强化监督机制与明确选任责任。
[Abstract]:In recent years, party and government departments in various localities have been actively exploring the reform of the system of selecting and appointing cadres and have achieved remarkable results, but in leading departments in the selection and appointment of cadres, "top leaders" use human rights. There are also different degrees of sectorization in the selection opportunities and channels. The main reasons are as follows: the main leading cadres of some departments are influenced by the traditional view of employment; The cadre personnel system is not perfect; The democratic supervision mechanism of cadre selection and appointment is not perfect. In order to eliminate this phenomenon fundamentally, we must set up a correct standard and guidance for selecting and appointing, standardize the initial nomination system, and perfect the selection procedure and operation mechanism. Improve the performance evaluation method, broaden the selection channels, strengthen the supervision mechanism and clear selection responsibility.
