新加坡政府廉政建设对我国反腐工作的启示研究

【摘要】：腐败问题不仅会对国家的经济建设产生恶劣影响,同时也是决定社会能否稳定发展的关键性因素,只有实现对腐败问题的有效解决,开展符合国家发展的廉政建设工作,才能为推动国家的可持续发展奠定良好的基础。因此,各国家均将解决腐败问题作为目前国家发展中的首要任务,而政府的廉政建设作为解决腐败问题的基础工作,也日益引起了诸多学者的高度关注。相较于其他发达国家,新加坡的政府廉政建设水平较高,其不仅建立了健全的廉政体系,同时也成功地探索出了符合国家发展的反腐倡廉路径,这也使其成为各国开展廉政建设的主要学习对象。我国与新加坡在历史文化等诸多方面均存在较高的相似性,且由于受到了腐败问题的影响,近年来我国的反腐工作虽颇获成效,但仍始终无法有效解决。在此社会背景下,本研究将以新加坡作为研究对象,重点对新加坡当前的政府廉政建设开展情况进行论述,首先分析了我国的反腐工作存在的问题及其成因,包括缺乏对公务人员的教育和培训以及反腐工作中缺乏公务员队伍建设等;其次针对其廉政建设开展情况进行系统性的分析和总结,着重阐述了其当前所实施的构建完善有效地监督制约体系以及重视并推进公务员队伍的法制化建设等廉政建设举措;再次,对新加坡廉政建设取得较好社会成效的原因以及现状进行了深入分析,并总结为政治主体层面和社会文化层面两部分;最后,提出了新加坡政府廉政建设对于我国反腐工作开展所带来的启示,期望以此来为我国的政府廉政建设体系的建立提供理论性的支持与帮助,同时辅以现实的指导意义。
[Abstract]:The problem of corruption will not only have a bad impact on the country's economic construction, but also be a key factor in determining the stability and development of society. Only by effectively solving the problem of corruption and carrying out the work of building a clean and honest government in line with the development of the country, In order to lay a good foundation for the sustainable development of the country... therefore, each country has made the problem of corruption a top priority in its current national development, and the building of government integrity is the foundation for solving the problem of corruption, Singapore has also attracted increasing attention from many scholars. Compared with other developed countries, Singapore has a relatively high level of clean government construction, and not only has it established a sound clean government system, At the same time, it has also successfully explored the path of combating corruption and advocating a clean government in line with the development of the country, which has also made it the main learning object for all countries to carry out the construction of a clean government. There are high similarities between China and Singapore in many aspects, such as history and culture, etc. Due to the influence of corruption, although the anti-corruption work in China has been quite successful in recent years, it still can not be solved effectively. Under this social background, this study will take Singapore as the research object. This paper focuses on the development of clean government construction in Singapore. Firstly, it analyzes the existing problems and causes of anti-corruption work in our country. Including the lack of education and training for public officials and the lack of civil servants in anti-corruption efforts; secondly, the conduct of systematic analysis and summary on the development of their integrity, Focusing on its current implementation of the construction of a sound and effective supervision and control system, as well as attach importance to and promote the legal construction of civil servants and other clean government construction measures; again, This paper makes a deep analysis of the reasons and present situation of the good social effect of building a clean government in Singapore, and summarizes it as two parts: the political subject level and the social and cultural level; finally, This paper puts forward the enlightenment of the construction of clean government in Singapore to the anti-corruption work of our country, which is expected to provide theoretical support and help for the establishment of the construction system of clean government in our country, and at the same time, it is accompanied by practical guiding significance.
