领导干部问责制的制度化思考——对“渤海2号”事件的分析

【摘要】："渤海2号"事件已经过去三十余年,期间中国由封闭到开放,民主法治理念深入人心。尽管问责的制度背景及内涵等都已经改变,但近年来的问责实践在路径上却又体现出与"渤海2号"事件的高度内在一致,这也意味着问责制度在中国的发展将与大多法治命题一样面临同样的命运,即西方理念如何内化成为行之有效的中国制度,而不是在实践中逐渐丧失最初的目的并最终被实质上放弃。因此,在此时认真梳理"渤海2号"事件问责事件,对于问责制度的制度化是有必要的。
[Abstract]:More than 30 years have passed since the "Bohai Sea 2" incident. During the period of China's transition from closed to open, the concept of democracy and the rule of law have been deeply rooted in the hearts of the people. Although the institutional background and connotation of accountability have changed, However, the practice of accountability in recent years has reflected a high degree of inherent consistency with the Bohai Sea 2 incident, which means that the development of accountability system in China will face the same fate as most legal propositions. That is, how to internalize the western idea into an effective Chinese system, instead of gradually losing its original purpose and finally being abandoned in practice. It is necessary to institutionalize the system of accountability.
