科学发展观指导下国有企业党建工作研究

【摘要】:近年来,全球经济一体化的迅猛发展和中国改革开放政策的深入,意味着中国国有企业拥有着更广阔的国外市场,但同时也受到国外企业带来的激烈的竞争,中国的执政基础也面临着外来文化和意识的巨大冲击。基于这些变化,进一步加强基层党组织建设,创新国有企业党建工作,将企业政治优势最大限度的转成企业核心竞争力,提升国有企业对国际社会的影响,巩固中国共产党执政的群众基础成了一个亟需解决的难题。 国有企业开展党建工作的理论可以追溯到马克思和恩格斯的党建理论,之后列宁发展了党建理论用于解决俄国党建工作实际,在对国有企业党建理论进行中国化研究的过程中分别形成了毛泽东的党建理论和中国特色的社会主义理论,其中科学发展观作为中国共产党党建理论的最新成功结晶,对指导当代国有企业党建工作的开展意义非常重大。 我国在对国有企业党建理论进行深入研究的同时还不断地进行国有企业党建工作实践,在实践中不断总结经验,提高开展国有企业层面的党建工作的水平。按照时间进行分段,可以分为建国前“国有企业”党建工作的探索、建国后到改革开放前的探索、改革开放后的探索三个时期。其中第三个时期国有企业党建工作又分别经历了扩大国有企业独立自主的权力实现两权的分离、探索建立现代企业制度和完善中国特色现代企业制度三个阶段。 本文还研究整理了国有企业党建工作的目前的相关情况,并总结出当前国有企业存在着思想固化缺乏创新意识、党建工作缺乏统一标准随意性大、腐败现象频发严重阻碍可持续发展、党建工作与企业其他工作不协调、党建工作科学化水平低效率低下五大问题,并从思想、制度、工作方法、载体四方面进行深入的分析,结合新疆油田公司采油二厂党建工作的实践提出四项应对策略:一要创新国有企业党建工作思路,加强教育,维护员工利益,落实社会责任坚持以人为本;二要创新国有企业党建工作体制机制,构建统一的党建工作质量管理体系,完善党建工作制度,创新惩防体系建设;三要落实统筹兼顾创新党建工作的方法,将国有企业党建工作与经济增效、安全生产、节能环保、企业文化工作结合起来形成协调机制;四要运用现代科学技术创新党建工作载体,开发数字化党建新模式,打造科学化水平高的党建工作。 总之,在科学发展观的指导下,在国有企业中开展党建工作,要解放思想,开放思维,将科学发展观的要领与国有企业具体的党建工作的实际相结合,寻求国有企业各项党建工作的新思路和新方法,通过高标准、高秩序、高科技的手段来提高党建工作的效率,使国有企业党建工作朝着全面、协调可持续发展的方向前行。
[Abstract]:In recent years, the rapid development of global economic integration and the deepening of China's reform and opening policy mean that Chinese state-owned enterprises have a broader foreign market, but at the same time, they are also subject to fierce competition from foreign enterprises. China's ruling foundation is also facing a tremendous impact of foreign culture and consciousness. Based on these changes, we should further strengthen the building of grass-roots party organizations, innovate the work of party building in state-owned enterprises, and turn the political advantages of enterprises into core competitiveness to the maximum extent. Enhancing the influence of state-owned enterprises on the international community and consolidating the mass base of the Communist Party of China has become a difficult problem to be solved. The theory of party building in state-owned enterprises can be traced back to Marx and Engels' theory of party building. Later, Lenin developed the theory of party building to solve the reality of Russian party building. In the process of studying the theory of party building in state-owned enterprises in China, Mao Zedong's theory of party construction and the theory of socialism with Chinese characteristics were formed respectively, in which the scientific concept of development was the latest successful crystallization of the theory of party building of the Communist Party of China. It is of great significance to guide the work of party building in contemporary state-owned enterprises. While deeply studying the theory of party building in state-owned enterprises, our country has continued to carry out the practice of party building in state-owned enterprises and to sum up its experience in practice. To improve the level of party building at the level of state-owned enterprises. According to the time division, it can be divided into the exploration of the party building work of "state-owned enterprises" before the founding of the people's Republic of China, and the exploration from the founding of the people's Republic of China to the reform and opening up. After the reform and opening up to the outside world, there are three periods of exploration. In the third period, the party building work of the state-owned enterprises has experienced the separation of the two powers by expanding the independent power of the state-owned enterprises. Explore the three stages of establishing modern enterprise system and perfecting modern enterprise system with Chinese characteristics. This paper also studies and collates the current relevant situation of the Party building work in state-owned enterprises, and concludes that there is a lack of innovative consciousness in the current state-owned enterprises, and the lack of unified standards for the party building work is arbitrary. The frequent occurrence of corruption seriously hinders sustainable development, the party building work does not coordinate with other work of the enterprise, the scientific level of the party building work is low and the efficiency is low, and the five major problems are deeply analyzed from the four aspects of thought, system, working method, carrier, etc. Combined with the practice of the Party building in the No. 2 Oil production Plant of Xinjiang Oilfield Company, four countermeasures are put forward: first, to innovate the thinking of party building in state-owned enterprises, to strengthen education, to safeguard the interests of employees, and to implement social responsibility to adhere to the people-oriented approach; Second, it is necessary to innovate the system and mechanism of party building work in state-owned enterprises, to construct a unified quality management system for party building work, to perfect the work system of party building work, and to innovate the construction of punishment and prevention system; and third, to implement the method of making overall plans to innovate party building work, It is necessary to combine the work of party building in state-owned enterprises with economic efficiency, production safety, energy conservation and environmental protection, and enterprise cultural work to form a coordination mechanism. Fourth, it is necessary to use modern science and technology to innovate the carrier of party building work, and to develop a new model of digital party building. To create a scientific and high level of party building work. In short, under the guidance of the scientific concept of development, to carry out the work of party building in state-owned enterprises, we should emancipate our minds, open our minds, and combine the essentials of the scientific development concept with the reality of the concrete Party building work in state-owned enterprises. In order to improve the efficiency of the party building work in state-owned enterprises, we should seek new ideas and new methods for the party building work in state-owned enterprises, and make the party building work in state-owned enterprises move forward in the direction of comprehensive, coordinated and sustainable development through the means of high standards, high order and high technology.
