【摘要】：正国以才立,政以才治,业以才兴。对人才的选拔和任用关乎一个国家和民族的兴衰。加强对人才的甄别、选拔和任用,已成为各级组织人事部门的一项重要职责。正如习近平总书记所强调的,"用一贤人,则群贤毕至;见贤思齐,就蔚然成风"。然而,不容否认的是,在我国现实政治生活中,在坚持"选贤去庸"的干部选拔"正淘汰"过程中,由于主、客观等方面的原因,出现了与之相悖的"逆淘汰"现象,即"庸官驱逐好官",如同经济学中的"劣币驱逐良币"的现象一样,这种现象偏离了干部任用导向,损伤了广大干部的积极性,阻碍了党和国家事业的蓬勃发展,引发了社会的普遍关注。本文试图就治理官场"逆淘汰"现象做些探索。
[Abstract]:The selection and appointment of talents is related to the rise and fall of a country and a nation. It has become an important responsibility of personnel departments of organizations at all levels. As General Secretary Xi Jinping has emphasized, "if you use one virtuous person, you will have the best of the masses; if you see the wise and think of the wise, it will become a trend". However, there is no denying that in the real political life of our country, In the process of "being eliminated" in the selection of cadres who insist on "selecting virtuous people to go to mediocrity", there has been a "reverse elimination" phenomenon contrary to it due to subjective, objective and other reasons. That is, "mediocre officials expelling good officials", like the phenomenon of "Bad money drives out good" in economics, deviates from the direction of appointment of cadres, impairs the enthusiasm of the vast number of cadres, and hinders the vigorous development of the cause of the Party and the state. This paper attempts to explore the phenomenon of "reverse elimination" in the governance of officialdom.
