科学建构惩防腐败体系的制度创新与实践探索

【摘要】：党的十八大提出了全面推进惩防腐败体系建设,做到"廉政三清"的反腐倡廉建设重大决策与战略目标。健全完善惩防体系乃复杂的系统工程,亦是从源头反腐的治本之举,涉及诸多理论与实践问题,尤其重要的是如何准确理解、正确把握和明确突出科学建构惩防体系的实质内涵、主要特征及其构成要素等。因此,务必建立国家战略,加强顶层设计,注重制度创新,并基于理论与实践契合层面,进行全面论证与高度提炼,为反腐倡廉建设提供理论支持与实践指导,不断增强惩防体系建设科学有效性,创造性推进反腐败斗争深入开展,努力建构具有中国特色的治理腐败常态长效制度机制,加快建设社会主义廉洁政治。
[Abstract]:The 18 National Congress of the CPC put forward a comprehensive promotion of the construction of the system of punishing and preventing corruption, so as to achieve the major decision-making and strategic goal of "clean and clean government" in the construction of anti-corruption and clean government. Perfecting the system of punishment and prevention is a complex system engineering, and it is also a fundamental measure of anti-corruption from the source. It involves many theoretical and practical problems, especially how to accurately understand, correctly grasp and clearly highlight the essential connotation, main characteristics and its constituent elements of the scientific construction of the system of punishment and prevention. Therefore, it is imperative to establish a national strategy. Strengthen the top-level design, pay attention to the system innovation, and based on the theory and practice consonant level, conduct the overall argumentation and the high refining, provide the theory support and the practice instruction for the anti-corruption construction, strengthen the scientific and effective construction of the punishment and prevention system continuously, We should creatively push forward the struggle against corruption, work hard to build a permanent system with Chinese characteristics to deal with corruption, and speed up the construction of a clean socialist politics.
