规范乡村权力运行是治理“微腐败”的治本之举——河南省淮阳县开展“微权四化”廉政体系建设的调查与思考

【摘要】：河南省淮阳县在推进乡村廉政体系建设过程中,实施了权力清单化,推进权力内容的全部公开透明;履职程序化,推进权力运行的刚性规范;监督科技化,推进权力监督手段的飞跃式提升;问责常态化,推进失责追究的常态运行。这些措施的实施,有效地遏制了农村的"微腐败",提高了乡村机构的办事效率,展示了科技反腐的前景,保持了乡村稳定,促进了社会和谐,赢得了民心。这些做法,对在新时期更好地加强基层党风廉政建设、搞好乡村治理,有重要的启示意义。
[Abstract]:In the process of promoting the construction of rural clean government system in Huaiyang County, Henan Province, the list of powers has been implemented to promote the transparency of all the contents of the power, to carry out the duties and procedures, to promote the rigid standard of the power operation, to supervise the science and technology,Promote the leapfrogging of the means of power supervision; the normalization of accountability, promote the normal operation of accountability.The implementation of these measures has effectively contained "micro-corruption" in rural areas, improved the efficiency of rural institutions, demonstrated the prospect of science and technology anti-corruption, maintained rural stability, promoted social harmony and won popular support.These measures are of great significance for strengthening the construction of party style and clean government at the grass-roots level and improving rural governance in the new period.
