【摘要】：新时期中国共产党的群众路线教育发展研究是执政党建设中一个重要的时代课题。改革开放以来,世情、国情、党情的深刻变化给党的群众路线教育带来了巨大的挑战。西方资产阶级的文化渗透,苏联、东欧社会主义国家的解体,中国社会的急剧转型中人们的价值取向、生活方式多样化以及市场经济的负效应,网络传媒的信息化,中国共产党所面临的复杂的执政环境以及党的干部队伍结构的变化,使党的群众路线教育面临异常复杂的严峻形势,加强并推动党的群众路线教育的发展刻不容缓。从新时期中国共产党的群众路线教育发展具备的理论条件、历史经验和实践经验看,批判地汲取中国古代民本思想的积极因素,以马克思主义群众观为指导,以中国共产党群众路线的工作方法和领导方法为依据,以中国共产党在民主革命时期、社会主义革命时期和社会主义建设时期的群众路线教育的历史经验为借鉴,是党的群众路线教育发展的理论条件和历史前提。改革开放以来,中国共产党开展了数次影响深远的群众路线教育实践活动,包括20世纪80年代的整党活动,90年代的“三讲”教育实践活动,新世纪初党的先进性教育活动以及科学发展观教育实践活动等,是新时期党的群众路线教育的积极有益的探索,为十八大以来党的群众路线教育实践活动开展提供了新的实践经验。中国共产党十八大以来,党直面“四大考验”和“四大危险”,党的群众路线教育进入创造性发展阶段。从反“四风”到“三严三实”,从“八项规定”到新颁布的严格的《中国共产党纪律处分条例》,从党的先进性、纯洁性教育到强调党的政治纪律和规矩的教育,从号召马克思主义基本理论的学习到强调深入学习中国共产党章程,从教育活动动真格到严厉的巡视制度,都表明十八大以来党的群众路线教育取得了创造性的发展。通过走访和问卷调查,事实表明,与新时期党的群众路线教育的探索相比,群众对十八大以来党的群众路线教育的满意度较高,党风严政建设成绩显著,党群关系、干群关系得到改善。尽管“四风”问题、官僚主义仍然存在,形式主义依然严重,但随着党的群众路线教育的常态化、制度化,随着全面从严治党、提高党的建设的科学化水平不断深入推进,新时期党的群众路线教育一定能够继续向前发展,突显其时代意义和历史价值。
[Abstract]:The research on the mass line education development of the Communist Party of China in the new period is an important subject in the construction of the ruling party. Since the reform and opening up, the profound changes of the world, national conditions and party feelings have brought great challenges to the mass line education of the Party. The cultural infiltration of the Western bourgeoisie, the disintegration of the Soviet Union and the socialist countries of Eastern Europe, the value orientation of people in the rapid transformation of Chinese society, the diversification of life styles and the negative effects of the market economy, the informationization of the network media, The complex ruling environment faced by the Communist Party of China and the changes in the structure of the Party's cadre contingent make the mass line education of the party face an extremely complicated and severe situation. It is urgent to strengthen and promote the development of the mass line education of the party. Judging from the theoretical conditions, historical experience and practical experience of the mass line education of the Communist Party of China in the new period, we critically draw on the positive factors of the Chinese ancient people-oriented thought and take the Marxist mass view as the guide. On the basis of the working and leading methods of the mass line of the Communist Party of China and the historical experience of the mass line education of the Communist Party of China during the period of democratic revolution, socialist revolution and socialist construction, It is the theoretical condition and historical premise of the development of mass line education. Since the reform and opening up, the Communist Party of China has carried out a number of far-reaching mass line education activities, including the "three stresses" educational practice in the 1980s and the 1990s. At the beginning of the new century, the advanced educational activities of the Party and the educational practice of the scientific concept of development are positive and beneficial explorations of the mass line education of the Party in the new period. It has provided new practical experience for the mass line education practice activities since the 18th National Congress of the Communist Party of China (CPC). Since the 18th National Congress of the Communist Party of China, the Party has faced the "four great tests" and "four great dangers", and the mass line education of the Party has entered the stage of creative development. From the anti-" four winds "to the" three strict and three solid ", from the" eight regulations "to the newly promulgated strict" regulations on Disciplinary punishment of the Communist Party of China ", from the advanced nature of the Party and pure education to the education of emphasizing the party's political discipline and rules, From the study of calling on the basic theory of Marxism to emphasizing the in-depth study of the Constitution of the Communist Party of China, from the educational activities to the strict inspection system, it shows that the mass line education of the Party has made creative development since the 18th National Congress of the Communist Party of China. Through visits and questionnaires, the facts show that compared with the exploration of the mass line education of the Party in the new period, the masses are more satisfied with the mass line education of the party since the 18th National Congress of the Communist Party of China, and the party style Yan Zheng has achieved remarkable results in the construction of the mass line education. The relationship between the cadres and the masses has been improved. Despite the "four winds" problem, bureaucracy still exists and formalism is still serious, but with the normalization and institutionalization of the mass line education of the party, and with the comprehensive and strict administration of the party, the scientific level of party building continues to be advanced in depth. In the new period, the mass line education of the Party will continue to develop and highlight its significance and historical value.
