中国共产党推进服务型政党建设的路径研究

【摘要】：中国共产党作为执政党,代表一定阶级、阶层的利益,总揽全局,全面协调各方利益。党的十八大报告中提出了建设学习型、服务型、创新型马克思主义执政党,这是对党的执政环境、执政经验规律的总结,也是我们党将长期坚持的执政目标和执政思维。清醒认识人民本位在社会主义中国的走向和重要性,有益于推进服务型政党的研究和实践,夯实中国共产党的执政基础。以人民本位为理论基础,探究中国共产党建设服务型马克思主义执政党的价值理性,成为中国共产党推进执政发展的依据、执政的手段、执政的目标,持续地实现执政党、国家、社会的稳步、有序发展,然而,当前推进中国共产党建设服务型政党的过程中,也面临许多问题。因此,需要对党的建设事业进行完善,才能解决这些问题。本文对服务型政党建设的策略这一问题进行了认真的思考。第一部分：分析服务型政党提出的背景,对“服务型”这个范畴给予明晰的界定,并弄清与马克思主义服务型政党相关的理论及服务型政党的功能。第二部分：分析西方服务型政党和其他社会主义国家服务型政党的经验教训,对中国共产党建设服务型政党进行历史回顾。第三部分：分析服务型政党建设的必要性和当前面临的挑战。第四部分：基于我国服务型政党建设事业的挑战,得出当前我国服务型政党建设的三项路径。可见,建设服务型政党是完善现代执政方式的动力选择；是增强党的适应性,马克思主义群众观,建立和谐党群关系的本质要求；是中国共产党自身加强总体执政能力,建设服务型政党的应有之义。
[Abstract]:The CPC, as the ruling party, represents the interests of a certain class and stratum, takes the overall situation and coordinates the interests of all parties in an all-round way. In the report of the 18th National Congress of the Party of the Communist Party of China, it is proposed to build a learning type, a service type, and an innovative Marxist ruling party. This is a summary of the Party's ruling environment and the law of its governing experience, as well as the ruling goal and ruling thinking that our Party will adhere to for a long time. A clear understanding of the orientation and importance of the people's standard in socialist China is beneficial to the research and practice of service-oriented political parties and the consolidation of the ruling foundation of the Communist Party of China. Taking the people's standard as the theoretical basis, this paper explores the value rationality of the Communist Party of China in building a service-oriented Marxist ruling party, which has become the basis for the Communist Party of China to promote the development of the ruling party, the means to govern, the goal of the ruling party, and the sustained realization of the ruling party. The country and society are developing steadily and orderly. However, in the process of promoting the construction of service-oriented political party, the Communist Party of China also faces many problems. Therefore, need to improve the cause of party building, in order to solve these problems. This article has carried on the serious consideration to the service type political party construction strategy this question. The first part analyzes the background of service-oriented party, defines the category of service-oriented party, and clarifies the theory related to Marxist service-oriented party and the function of service-oriented party. The second part: analyze the experience and lessons of western service-oriented political parties and other service-oriented political parties in socialist countries, and review the history of the construction of service-oriented political parties by the Communist Party of China. The third part analyzes the necessity and challenges of the construction of service-oriented political parties. The fourth part: based on the challenge of service-oriented party construction in China, three ways of service-oriented party construction are obtained. It can be seen that building a service-oriented political party is the dynamic choice for perfecting the modern ruling mode; it is the essential requirement for strengthening the Party's adaptability, Marxist view of the masses, and establishing a harmonious party-mass relationship; and it is the Communist Party of China itself that strengthens its overall governing ability.
