安溪县乡镇驻村干部激励机制研究

【摘要】：当前乡镇驻村干部激励机制设计是否科学合理,直接关系到乡镇政府效能水平高低以及行政管理水平,对我国新农村建设、化解三农问题具有十分重要的积极意义。因此,必须建立科学、完善的驻村干部激励体系,不断提高广大干部工作积极性和主动性,强化其工作使命感和职业素质,为广大农民提供更加周到、细心的指导和服务。本文采取实证研究方法,对安溪县乡镇驻村干部激励问题进行深入研究,深入分析当前乡镇驻村干部激励机制存在的问题,主要包括:驻村干部薪酬制度设计不合理、驻村干部政治晋升途径少、驻村干部教育培训制度不完备、驻村干部绩效考核不健全。进而剖析其背后的原因,安溪县乡镇驻村干部激励存在问题的原因主要包括制度层面、理念层面、操作层面。最后提出完善安溪县乡镇驻村干部激励的措施,主要包括:完善薪酬激励机制、加大对驻村干部的政治激励、完善驻村干部培训制度、完善有效的乡镇驻村干部考核办法。
[Abstract]:Whether the design of incentive mechanism for township resident cadres is scientific and reasonable is directly related to the level of township government efficiency and the level of administrative management. It is of great significance to the construction of new rural areas and the resolution of the problems of agriculture, rural areas and farmers. Therefore, it is necessary to establish a scientific and perfect incentive system for village cadres, constantly improve the enthusiasm and initiative of the cadres, strengthen their sense of mission and professional quality, and provide more thoughtful and careful guidance and service for the majority of peasants. This article adopts the empirical research method, carries on the thorough research to the Anxi county township resident village cadre incentive question, deeply analyzes the present township resident village cadre incentive mechanism existence question, mainly includes: the village cadre salary system design is unreasonable, There are few ways of political promotion, incomplete system of education and training, and imperfect performance appraisal of resident cadres. Then analyzes its behind the reason, Anxi county township resident village cadre exists the reason which the question mainly includes the system level, the idea level, the operation level. Finally, the paper puts forward the measures to improve the incentive measures of the township resident cadres in Anxi County, including: perfecting the salary incentive mechanism, increasing the political incentive to the village cadres, perfecting the training system of the village cadres, and perfecting the effective assessment methods for the village cadres.
