经济新常态下非公有制企业中的党建问题研究

【摘要】：党的十八大以来,我国经济社会形势呈现出与以往不同的特点,由高速增长转入中高速增长的经济“新常态”的深刻变化。而在经济新常态下,我国非公有制企业即存在着发展增速回落、经营风险抬头、传统生产经营成本增加等发展挑战,也面临着改革深入所带来的各种改革红利充分释放,使得非公有制企业的市场活力得到充分激发的发展机遇。我国的非公有制经济在经历了近三十余年的发展,现己经成为国民经济重要组成部分,并在促进中国特色的社会主义经济实力和和谐小康社会建设、推进社会各项事业发展等方面都发挥了不可替代的作用。为此,在这种背景下,如何有效加强中国共产党在我国非公有制企业领域中的领导,在充分把握好目前大改革与大调整、大市场和大开放的挑战和机遇下,统筹推进非公经济党建工作主动融入新常态,强化党组织在非公企业中的政治引领核心作用,全面改进非公党建工作方式方法和适应可持续发展的党建工作新思路,从而将各种战略机遇转化为真正的增长和发展,不仅有效解决“新常态”下非公有制企业面临的普遍问题和挑战,同时还为全面建成小康社会、全面深化改革、全面推进依法治国提供坚强组织保证,成为当前我党面临的重要工作和任务。基与此,本文以马克思主义党建学说、中国特色社会主义党建理论和作用发挥机制理论为依据,综合运用文献、实证和归纳研究法等研究方法,并从经济新常态下非公有制企业实际出发,提出完善非公有制企业党建工作的思路,包括明确经济新常态下党建工作定位,强化非公有制企业主积极参与的党建统战工作,合理完善非公有制经济组织党组织管理与运作机制,创新非公有制企业流动党员发展和教育管理和注重党务工作者队伍建设等切实可行的对策。通过本研究,希望能为新常态经济下完善我国非公有制组织党建理论研究并为有效发挥其基层党组织作用提供一定的参考借鉴。
[Abstract]:Since the 18th National Congress of the Communist Party of China (CPC), the economic and social situation of our country has shown different characteristics from the rapid growth to the "new normal" of the medium-high growth economy. However, under the new normal state of economy, the non-public enterprises in our country are faced with the development challenges, such as the decline of the growth rate of development, the rise of management risks, the increase of traditional production and operation costs, and the full release of all kinds of reform dividends brought about by the deepening of reform. So that the market vitality of non-public enterprises to fully stimulate the development opportunities. After more than 30 years of development, the non-public economy of our country has become an important part of the national economy, and has promoted the socialist economic strength with Chinese characteristics and the construction of a harmonious well-off society. To promote the development of social undertakings and other aspects have played an irreplaceable role. Therefore, against this background, how to effectively strengthen the leadership of the CPC in the field of non-public enterprises in our country, and under the circumstances of fully grasping the challenges and opportunities of the current major reforms and major adjustments, large markets and opening up, To actively integrate the non-public economic party building work into the new normal, to strengthen the central role of the party organizations in political leadership in non-public enterprises, and to comprehensively improve the working methods and methods of non-public party building and the new ideas for the party building work adapted to sustainable development, Thus, the transformation of various strategic opportunities into real growth and development will not only effectively solve the common problems and challenges faced by non-public enterprises under the "new normal", but also help build a well-off society in an all-round way and deepen the reform in an all-round way. Promoting the rule of law in an all-round way to provide strong organizational guarantees has become an important task facing our party. Based on the Marxist theory of party building, the theory of socialist party building with Chinese characteristics and the theory of exertion mechanism, this paper makes comprehensive use of literature, empirical and inductive research methods and other research methods. Starting from the reality of non-public enterprises in the new normal state of economy, the paper puts forward some ideas to perfect the Party building work in non-public enterprises, including defining the orientation of party building work under the new normal state economy, and strengthening the United front work of party building in which the owners of non-public enterprises actively participate. The Party organization management and operation mechanism of non-public economic organization should be improved reasonably, the floating party member development and education management in non-public ownership enterprise should be innovated, and the construction of party affairs workers should be paid more attention to. Through this study, the author hopes to provide some reference for improving the theoretical research on the Party building of non-public organizations in China under the new normal economy and for effectively giving play to the role of the grass-roots party organizations.
