纪检体制改革的职能分析及其实践要求

【摘要】：综观改革开放以来的纪检体制改革,纪检体制重结构性转化模式即重视解决纪检领导体制问题,而忽视了纪检体制运行背后的职能配置及其优化因素,由此使纪检体制运行失调、纪检职能陷入困境以及纪检组织产生公信力危机。针对于此,文章认为纪检职能配置是纪检体制改革的核心内容,应从纪检职能的重新配置入手,坚持政治性原则、科学性原则、统一性原则和规范性原则,把纪检职能聚焦于党风廉政建设和反腐败斗争,优化临时小组机制,并实现纪检组织的政治职能与准司法职能的协调统一以及纪检职能配置的法治化。
[Abstract]:Looking at the reform of discipline inspection system since the reform and opening up, the emphasis on the structural transformation mode of discipline inspection system is to pay attention to solving the problem of discipline inspection leadership system, while ignoring the function allocation and optimization factors behind the operation of discipline inspection system. As a result, the discipline inspection system runs out of balance, the discipline inspection function falls into a dilemma and the discipline inspection organization has credibility crisis. In view of this, the article thinks that the disposition of discipline inspection function is the core content of discipline inspection system reform, should start with the reconfiguration of discipline inspection function, adhere to political principle, scientific principle, unity principle and normative principle. The discipline inspection function should be focused on the construction of the party style and clean government and the struggle against corruption, optimize the temporary group mechanism, and realize the coordination and unification of the political function and the quasi-judicial function of the discipline inspection organization, as well as the rule of law in the disposition of the discipline inspection function.
