政治生态视域下中国共产党全面从严治党研究

【摘要】：良好的政治生态是衡量一个国家综合实力的标准之一,国家与社会的政治生态与整个社会风气有着重要关联。但是,在我国社会转型期,政治环境乃至社会公序良俗等都正经历着一次全范围的破碎与重建。因此,众多负面现象高发,急需找准方向对症下药,否则对于社会的稳定与发展就会造成不利影响。而实现这一目标,力度大、影响广、见效快的方式则是实现全面从严治党。全面从严治党工作对政治生态的创建起着至关重要的作用,一方面,相对稳定和良好的政治生态既能促进党建工作的有利发展,另一方面,全面从严治党又能进一步的建构起良好的政治生态。因此,要实现国家良好的政治生态,关键点就在于全面从严治党工作,并且要以实现政治生态作为全面从严治党的指向标。介于此,党的十八大提出实现“四个全面”的战略任务,恰逢其时,因此,在政治生态视域下进行全面从严治党研究就极具现实意义。但要进行此论点研究就得厘清政治生态与全面从严治党的关联、乃至我国政治生态环境的变迁与对全面从严治党造成的政治生态困境,在这些关联与因素讨论清楚过后,再对实现全面从严治党的路径尝试探讨。在政治生态视阈下全面从严治党研究,一方面,我们可以加强制度建设,防止全面从严治党工作出现“季节性”;完善党纪法规,破除党内政治生态的糟粕;改革官员晋升体制,激励基层全面从严治党的创新与实践;积极探索学习,博采众长吸取全面从严治党的先进经验;注重大众教育,形成全面从严治党的公共精神。另一方面,这一研究结合如今热门的话题——生态政治,并以此为视角进行全面从严治党研究,不但有利于全面从严治党工作的进行,还可以辅助政治生态的相关研究。
[Abstract]:Good political ecology is one of the standards to measure the comprehensive strength of a country, and the political ecology of the country and society has an important connection with the social atmosphere as a whole. However, in the period of social transformation, the political environment and even the public order and good customs are undergoing a whole range of fragmentation and reconstruction. Therefore, the high incidence of many negative phenomena, urgent need to find the right direction to the case, otherwise the stability and development of society will have a negative impact. The way to achieve this goal is to realize strict and comprehensive administration of the Party. Comprehensive and strict administration of party work plays a vital role in the establishment of political ecology. On the one hand, relatively stable and good political ecology can not only promote the beneficial development of party building work, on the other hand, Comprehensive strict administration of the party can further build a good political environment. Therefore, in order to realize the good political ecology of the country, the key point is to manage the party work in an all-round and strict way, and to take the realization of the political ecology as the direction of the comprehensive and strict administration of the party. In view of this, the strategic task of realizing "four all-round" put forward by the 18th National Congress of the Party is timely. Therefore, it is of great practical significance to conduct a comprehensive and strict administration of the Party from the perspective of political ecology. However, in order to study this argument, we must clarify the relationship between political ecology and comprehensive and strict administration of the Party, and even the changes of the political ecological environment in China and the political ecological dilemma caused by the overall strict administration of the Party. After these associations and factors have been discussed clearly, And then try to realize the path of strict administration of the Party in an all-round way. On the one hand, we can strengthen the system construction, prevent the "seasonality" of the Party's work, perfect the Party's laws and regulations, and break the dregs of the party's political ecology, on the one hand, we can strengthen the construction of the system and prevent the "seasonality" of the Party's work from the perspective of political ecology. To reform the system of promotion of officials, to encourage the grassroots to make innovations and practices in administering the party in a comprehensive and strict manner; to actively explore and learn from the advanced experience of comprehensively and strictly administering the party; and to pay attention to mass education to form the public spirit of managing the party in an all-round and strict manner. On the other hand, this research combined with ecological politics, which is a hot topic nowadays, and from this angle of view, is not only conducive to the overall and strict administration of the Party, but also can assist the relevant research of political ecology.
