龙城区乡科级干部平时考核问题研究

【摘要】:乡科级干部是党和国家政策法规最基层的执行者、落实者,乡科级干部队伍状况不仅决定着区乡两级党政机关的执政能力和管理水平,也直接影响党和政府同人民群众的关系,加强乡科级领导干部平时考核,对调动乡科级干部干事创业热情,建设一支富有生机与活力的基层干部队伍具有十分重大的现实意义。国内外很多专家学者对考核理论及实践进行了研究。通过这些研究不难得出,外国的研究成果虽然对我国的干部平时考核工作有一定的借鉴作用,但不能完全适合我国干部平时考核工作需要。另外,中国目前的干部平时考核研究成果还不完善,乡科级干部平时考核措施亟待健全。本文综合运用理论综合分析法、实证分析法、文献法、对比研究法、经验研究法和个案研究法,研究了国内外干部平时考核相关理论,并以龙城区为例,阐述了龙城区乡科级干部平时考核工作现状,分析了现阶段龙城区乡科级干部平时考核存在的问题及成因,在牢牢把握新形势下干部工作正确方向的基础上,进一步创新乡科级干部平时考核机制、创新和完善乡科级干部平时考核内容、方法,积极构建相对完善的龙城区乡科级干部平时考核体系,破解乡科级干部平时考核实施过程中失之于宽、失之于软的问题,促进龙城区乡科级干部健康成长,为推动龙城区各项事业的快速发展,建设良好的龙城区政治生态贡献力量。进而,为其他县(市)区的乡科级干部平时考核工作提供借鉴。
[Abstract]:The cadres at the township level are the executors of the policies and regulations of the Party and the state at the grassroots level. The status of the cadres at the township level not only determines the ruling ability and management level of the party and government organs at the district and township levels, but also directly affects the relationship between the party and the government and the masses of the people. It is of great practical significance to strengthen the assessment of the leading cadres at the township and section level in peacetime, to mobilize the enthusiasm of the cadres in charge of starting a business, and to build a contingent of cadres at the grassroots level full of vitality and vitality. Many experts and scholars at home and abroad have studied the assessment theory and practice. It is not difficult to draw a conclusion from these studies that although the research results of foreign countries can be used for reference to the usual assessment of cadres in our country, they are not completely suitable for the needs of our country's cadres in peacetime. In addition, the current research results of cadre assessment in China are not perfect, and the usual assessment measures for rural cadres need to be improved. This paper synthetically uses the theory comprehensive analysis method, the positive analysis method, the literature method, the contrast research method, the experience research method and the case study method, has studied the domestic and foreign cadre peacetime appraisal correlation theory, and takes Longcheng District as an example. This paper expounds the current situation of the usual assessment of the cadres at the township and section level in Longcheng District, analyzes the problems and causes of the usual assessment of the cadres at the present stage, and on the basis of firmly grasping the correct direction of the cadres' work under the new situation, To further innovate the usual assessment mechanism for township and sector-level cadres, to innovate and improve the usual assessment contents and methods of township cadres, and to actively construct a relatively perfect evaluation system for township and sector-level cadres in Longcheng District. In order to promote the healthy development of the cadres in Longcheng District and to promote the rapid development of various undertakings in Longcheng District and to build a good political ecology in Longcheng District, we can solve the problem that the cadres at the township level are out of grace and soft in the course of carrying out the assessment at ordinary times. Further, for other counties (cities) of the township section-level cadres at ordinary times to provide reference.
