评价中心技术在竞争性选拔党政领导干部中的应用研究

【摘要】:竞争性选拔是我国党政机关干部人事选拔任用的重要形式之一。在新形势、新常态下,对于如何考准考实党政领导干部的德、能、勤、绩、廉,提出了更高要求。在公开选拔和竞争上岗等方式的实践中,各地各部门不断尝试新思路、新方法,越来越多的组织部门开始对人才测评技术进行了研究和探索,试图利用更加科学、专业、有效的方法,对党政领导干部的各方面素质进行深入的分析研判。评价中心技术作为在国际人才测评领域中,相对比较成熟的评价手段慢慢进入组织部门的视野。本文以党政领导干部为研究对象,对评价中心技术是否能够应用于竞争性选拔干部以及如何运用进行探讨,为丰富竞争性选拔方式方法提供新的思路。论文中,从合理性和功能性两个角度进行可行性分析,阐述了在竞争性选拔中使用评价中心技术具有促进意义、政策支持、参考案例以及对干部个人和干部队伍的双重积极作用。论文以组织实施为主体内容,对测评体系建立、测评方法设计、测评者要求和测评结果运用四个主要部分进行了详细阐述。胜任力要素的提取和要素指标体系的建立是构建胜任力模型的关键,针对模型的不同,需要使用相应的测评技术或测评技术组合,测评结果也要根据实际情况,不能盲目直接运用。虽然评价中心技术的实际运用还存在一定的困难和局限性,但对于干部分析研判工作的当前形势和未来发展方向,其仍然具有重要的实际意义和指导作用。
[Abstract]:Competitive selection is one of the important forms of cadre selection and appointment in Party and government organs. Under the new situation and the new normal state, higher demands are put forward on how to test the party and government leading cadres' morality, ability, diligence, achievement and honesty. In the practice of open selection and competition for posts, various departments in various localities have constantly tried new ideas and methods. More and more organizations have begun to study and explore the technology of talent evaluation and evaluation, in an attempt to make use of more scientific and professional methods. The effective method, carries on the thorough analysis to the party and government leading cadre's each aspect quality. As a relatively mature evaluation method in the field of international talent evaluation, the evaluation center technology has gradually entered the field of vision of the organization department. Taking the leading cadres of the Party and government as the research object, this paper probes into whether the evaluation center technology can be applied to the competitive selection of cadres and how to use it, so as to provide new ideas for enriching the methods of competitive selection. In this paper, the feasibility analysis is made from the perspectives of rationality and functionality, and the use of evaluation center technology in competitive selection is of great significance and policy support. Reference cases as well as the dual positive role to the cadre individual and cadre troop. In this paper, the establishment of evaluation system, the design of evaluation methods, the requirements of evaluators and the application of evaluation results are described in detail. The extraction of competency elements and the establishment of index system are the key to build competency model. According to the different models, it is necessary to use the corresponding evaluation technology or combination of evaluation techniques, and the evaluation results should be based on the actual situation. You can't use it blindly and directly. Although there are still some difficulties and limitations in the practical application of the evaluation center technology, it still has important practical significance and guiding function for the current situation and future development direction of the cadre analysis and judgment work.
