干部选拔任用“隐形台阶”效用及运用策略

【摘要】:正毋庸置疑,在各地、各单位同层次的职位设置中,部门间分工的差异、岗位职责权力的大小、职务层次的高低的区别等,无形中形成了一种与《党政领导干部选拔任用工作条例》规定的正常职务晋升"台阶"有所不同但大家普遍认同的"隐形台阶"。就县以下而言,"隐形台阶"一般有五类形式:一是同一级别不同序列之间,例如
