【摘要】：求木之长者,必固其根本。基层党的组织作为中国共产党的组织基础,它的作用独一无二、不可替代。我们只有把各个基层党的组织建设得坚强有力,中国共产党作为一个整体才能生机勃勃,党的执政地位才能坚如磐石,党的伟大事业才能蓬勃向上。不管是主政一方,还是掌舵全国,习近平一贯十分看重基层党的组织的建设工作。不管是在各地调研时,还是在相关会议上,习近平始终强调要增强基层党的组织建设,使基层党的组织成为坚强的战斗堡垒。担任中央总书记后,习近平从新的历史特点的伟大斗争着眼,从巩固党的执政基础着眼,把基层党的组织建设工作引向了深处、引向了细处,为我们在新形势下加强基层党的组织建设的工作明示了方向。习近平基层党的组织建设思想不是凭空产生的,马列经典党建思想是习近平基层党的组织建设思想的理论渊源,中华文化传统是其思想的重要资鉴,基层党组织的现实困境则为其思想的产生提供了现实基础。习近平着眼于“全面从严治党”的整体设计,高度重视基层党的组织建设,他将理论与实际相结合,站在建设全党的高度,明确了基层党组织的地位、作用,明确基层党的组织建设的任务、目标,并对如何建设基层党的组织给出了具体措施。习近平基层党的组织建设思想继承和创新了党的建设理论,并具有自己独特的特征:以问题为导向,解决基层党组织存在的问题;以制度为保障,扎紧基层党组织建设的笼子;以制度为保障,提升基层党组织建设的效率;以服务为宗旨,加强基层服务型党组织的建设。从理论价值上说,习近平基层党的组织建设思想承继发展了马克思主义党建理论;从实践意义上看,习近平基层党的组织建设思想既为基层党的组织建设工作提供了行动指南,又夯实了中国共产党的执政基础。
