【摘要】：中国共产党成立90多年来之所以能够不断发展壮大,并且能够取得革命、建设、改革的伟大胜利,其中一个重要因素,就是中国共产党善于加强党的治理,严明党的纪律,保持党的先进性和纯洁性。新民主主义革命时期是中共党史上的一个关键时期,为社会主义建设和改革开放提供了政治前提和宝贵经验。革命年代,中国共产党高度重视党的纪律,通过培育纪律意识,创制党内法规,创建纪检机构,严惩腐败分子,塑造优良党风等举措来加强党的纪律建设,从而使我们党能够经受住考验,从小到大,由弱到强,最终取得革命的胜利。为此,新民主主义革命时期党的纪律建设给予我们深刻的启示:以增强纪律意识为切入点,实现纪律教育常态化;以抓早抓小为着力点,实现防微杜渐日常化;以从严执纪为支撑点,增强惩治腐败实效化;以以上率下为立足点,实现遵纪守法普遍化;以严肃党内政治生活为落脚点,实现政治生态良性化;以创新党内法规制度为根本点,实现监督执纪问责制度化。新民主主义革命时期党的纪律建设实践与经验对于当前建设社会主义法治国家,进一步推动党的纪律建设具有十分重要的研究价值和借鉴意义。
[Abstract]:In the 90 years since the founding of the Communist Party of China, the Communist Party of China has been able to continuously develop and expand, and has been able to achieve great victories in revolution, construction and reform. One of the important factors is that the Communist Party of China is good at strengthening party governance and enforcing party discipline. Maintain the Party's advanced nature and purity. The period of the new democratic revolution is a key period in the history of the Communist Party of China, which provides a political premise and valuable experience for socialist construction and reform and opening up. In the revolutionary era, the Communist Party of China attached great importance to the discipline of the party and strengthened the party's discipline building by cultivating a sense of discipline, creating laws and regulations within the party, establishing discipline inspection institutions, severely punishing corrupt elements, and shaping good party conduct. So that our party can withstand the test, from small to large, from weak to strong, and finally won the victory of the revolution. Therefore, the Party discipline construction in the period of New Democratic Revolution gives us profound enlightenment: to strengthen discipline consciousness as the starting point, to realize the normalization of discipline education, to grasp the small early as the focus, and to realize the routine of prevention. Taking strict discipline as the supporting point, strengthening the effectiveness of punishing corruption, taking the above rate as the foothold, realizing the universality of law and order, taking the serious political life within the party as the foothold, realizing the benign political ecology; To innovate the inner-party laws and regulations system as the root point, to achieve the accountability system of supervision and discipline. The practice and experience of party discipline construction in the period of new democratic revolution have very important research value and reference significance for the current construction of socialist country ruled by law and further promote the party discipline construction.
