对监察委员会的监督制度设计

【摘要】：任何权力都有专断的风险,国家监察权囊括范围广,对其监督也应该进行更为复杂的制度设计,要从完善监督执纪过程中的程序监督、进一步加强监察机关的自我监督、加快建立律师介入制度、完善社会监督体系、加强新闻媒体与社会舆论监督、落实各级人大及其常委会的监督职责、强化上级监察机关监督、衔接好司法监督、不断加强党内监督这九个方面,完善监督制度,防止"灯下黑",保证国家监察权持久公信力。
[Abstract]:Any power has the risk of arbitrariness, and the state supervisory power covers a wide range, and the supervision over it should also be designed in a more complicated system.From improving the procedural supervision in the process of supervision and discipline enforcement, it is necessary to further strengthen the self-supervision of the supervisory organs. We will speed up the establishment of a system of lawyers' intervention, improve the social supervision system, strengthen supervision of the news media and public opinion, implement the supervisory duties of the people's congresses at all levels and their standing committees, strengthen supervision by supervisory organs at higher levels, and link up with judicial supervision. We should constantly strengthen the nine aspects of inner-party supervision, perfect the supervision system, prevent the "blackness under the light", and ensure the lasting credibility of the state supervision power.
