【摘要】：建国以来,中国共产党的长期执政作为一种制度安排,不断谋划全局、擘画长远,通过一届又一届的砥砺奋进和接续奋斗,推动了国家长远目标的不断实现,进一步驶近了中华民族伟大复兴的光辉彼岸。然而不可否认,在改革开放三十多年的今天,党面临着日益尖锐的"四大危险"和"四大考验",在谋就辉煌事业的道路上,还有许多矛盾风险挑战横亘在党和国家面前。盛世之下,"殷忧启圣"。长期执政条件下的党应理性审慎执政危机,不断从理论和实践上积极探索执政党建设的发展进路。这一探索首先应从党最基本的政策和问题入手。党员是党的肌体细胞和行为主体,党员队伍建设是党的建设基础工程,这就决定了党员发展政策的基础性作用,其合理与否直接影响着党的生命力与执政力。鉴于上述动因,本文试就建国以来各个历史时期的中共党员发展政策进行历史考察,并在此基础上科学总结历史经验,探寻有益的现实启示。在研究的过程中,本文首先探讨了中共党员发展的理论基础和前期实践。然后契合党史上通常的划分习惯,将建国以来的中共党员发展政策划分为四个历史时期(社会主义过渡时期,开始全面建设社会主义时期,文化大革命时期,改革开放历史新时期)分别进行研究。最后科学总结建国以来党员发展政策的历史经验和现实启示。文章除导论部分外,每一章内容概括如下:第一章主要阐述分析中共党员发展政策的理论基础,并对民主革命时期的中共党员发展政策作简要回顾。第二章主要爬梳整理社会主义过渡时期的党员发展政策。第一节交代了建国初期的时代背景和党担负的历史使命,这是过渡时期党员发展政策制定和实施的时代要求和现实依据。第二节主要从党员发展标准、党员发展程序和党员发展有关会议和文件三个向度梳理了党员发展政策的历史演变。第三节针对过渡时期党员发展政策的时代契合性作了简要探析。第三章主要整合探析开始全面建设社会主义时期的党员发展政策。本章第一节分析了八大后党对社会主义的初步探索以及这一时期党的建设曲折发展历程,第二节从党员发展标准、程序、相关文件三个方面梳理了十年建设时期党员发展政策的历史演变,第三节简要考量了这一时期党员发展政策的历史合理性。第四章主要归纳反思文化大革命时期的党员发展政策。本章依然分为三节。第一节阐述社会历史背景:"文革"时期国内外客观形势以及党内"左"倾思潮发展。第二节囿于该时期的历史特殊性,党员发展政策基本处于停滞状态,对党员发展对象、党员发展标准和党员发展程序的演变作简要梳理。第三节总结归纳"文革"期的党员发展政策失误弊端和进步合理之处。第五章主要考察研究改革开放新时期的党员发展政策。本章第一节交代了改革开放这一"跨世纪的伟大革命"时代背景下党面临的新的历史任务,第二节梳理了党员发展政策的历史演进,第三节对历史新时期的党员发展政策作简要总结。第六章主要总结历史经验,探寻现实启示。本章是整篇论文的升华部分,是继述史后的论评,对建国以来党员发展政策的历史经验作科学总结和归纳,旨在为新形势下党员发展政策的制定提供有益的现实启示。结语部分依据现有分析研究,探究党员发展政策的价值遵循,探索党员发展政策制定的现实路径,为现阶段党员发展政策的制定提供有益之鉴。
[Abstract]:Since the founding of the people's Republic of China, the long-term administration of the Communist Party of China, as a system arrangement, continuously plotting the overall situation and breaking the long term, has promoted the continuous realization of the long-term goal of the country through one session after another, and further approaches the great rejuvenation of the Chinese nation. However, it is undeniable that the reform and opening up for more than thirty years Today, the party faces the increasingly sharp "four major risks" and "four trials". On the road to brilliant cause, there are many contradictions and risks that lie ahead of the party and the state. Under the prosperity of the world, the party should be cautious and prudent in the political crisis, and actively explore the construction of the ruling party from theory and practice. First of all, this exploration should begin with the basic policies and problems of the party. Party members are the body cells and behavior subjects of the party, and the construction of Party members is the foundation of the party's construction, which determines the basic role of the party members' development policy, which directly affects the vitality and power of the party. This article tries to make a historical survey on the party members' development policy in various historical periods since the founding of the people's Republic of China, and on this basis, to summarize the historical experience scientifically and explore the useful practical enlightenment. In the course of the study, this paper first discusses the theoretical basis and the early practice of the development of the Communist Party members, and then fit for the common division habits in the history of the party and will be built. The Chinese Communist Party members' development policy has been divided into four historical periods (the period of socialist transition, the period of building a comprehensive socialist period, the period of the cultural revolution, the new period of reform and opening up). Finally, the historical experience and practical enlightenment of the party members' development policy have been summarized scientifically. The contents of each chapter are summarized as follows: the first chapter mainly expounds the theoretical basis for the analysis of the party members' development policy and a brief review of the party members' development policy during the period of democratic revolution. The second chapter mainly combs the party members' development policy in the period of socialist transition. The first section gives a brief account of the background of the period of the founding of the people's Republic of China and the calendar of the party. The mission of history is the time requirement and realistic basis for the policy formulation and implementation of Party members in the transitional period. The second section mainly combs the historical evolution of Party members' development policy from the standard of Party members development, the development procedure of Party members and the three dimensions of Party members' development, and the third section of the time agreement of the party members' development policy in the transitional period. In the third chapter, the first section of this chapter analyzes the primary exploration of the party to socialism after the Eighth Congress and the course of the zigzag development of the party in this period, and the second section combed the three aspects of the party members' development standards, procedures and related documents for ten years. The historical evolution of Party members' development policy during the construction period, the third section briefly examines the historical rationality of Party members' development policy in this period. The fourth chapter mainly summarizes the policy of Party members' development in the period of Cultural Revolution. This chapter is still divided into three sections. The first section expounds the social and historical background: the objective situation at home and abroad in the period of the cultural revolution and the "left of the party" "The second section is limited to the historical particularity of this period. The party members' development policy is basically in a stagnant state. The development of Party members, the development standards of Party members and the evolution of Party members' development procedures are briefly combed. The third section summarizes the malpractices of the failure and progress of the party members' development policy in the period of the" Cultural Revolution ". The fifth chapter is the main investigation. The first section of this chapter describes the new historical task facing the party under the background of "the great revolution of the century", the first section of this chapter, the second section combs the historical evolution of the party members' development policy, and the third section briefly summarizes the party members' development policy in the new period of history. The sixth chapter is the main general. This chapter is the sublimation of the whole paper and the comment on the historical experience of the party members' development policy since the founding of the people's Republic of China. The purpose of this chapter is to provide useful practical inspiration for the formulation of Party members' development policy under the new situation. The value of the exhibition policy is followed, exploring the realistic path of Party member development policy formulation, and providing a useful reference for the formulation of Party member development policy at this stage.
