十一届三中全会以来高素质执政骨干队伍建设的历史进程及其经验

【摘要】：十一届三中全会以来高素质执政骨干队伍建设经历了单项突破、整体推进和深化改革三个阶段。整体来看,这一时期在高素质执政骨干队伍建设方面有以下几个方面的经验:坚持党管干部原则,重视改进党管干部的方法;坚持围绕党的政治路线,提高执政骨干队伍推进改革开放的能力和水平;坚持以改革创新精神改革和完善执政骨干队伍建设的体制机制;坚持以制度建设为抓手,推进执政骨干队伍建设规范化、法制化。这些经验对进一步做好高素质执政骨干队伍建设的启示是:必须把握住"好干部"标准,把正确的选人用人思想贯穿于高素质执政骨干队伍建设工作的全过程;必须处理好改革与稳定、继承与创新的关系,积极稳妥、循序渐进地推进干部人事制度改革;必须按照民主、公开、竞争、择优要求,不断提高选人用人公信度;必须重视执政骨干队伍建设理论研究,着力把握执政骨干队伍建设的基本规律。
[Abstract]:Since the third Plenary session of the 11th CPC Central Committee, the construction of high quality ruling backbone team has experienced three stages: single breakthrough, overall promotion and deepening reform. Overall, this period has the following experience in building a cadre of high-quality ruling cadres: adhere to the principle of party management of cadres, attach importance to improving the methods of party management of cadres, and adhere to the political line around the party. To improve the ability and level of the ruling backbone team to promote reform and opening up; to adhere to the reform and innovation spirit of reform and to improve the institutional mechanism for the construction of the ruling backbone contingent; and to promote the standardization of the construction of the ruling backbone contingent with the system building as its starting point. Legalization The enlightenment of these experiences is that we must grasp the standard of "good cadres" and put the correct thought of selecting and employing people through the whole process of the construction of the cadres of high quality ruling cadres; We must deal well with the relationship between reform and stability, inherit and innovate, actively and steadily, advance the reform of cadre and personnel system step by step, in accordance with the requirements of democracy, openness, competition, and selection of the best, we must constantly improve the credibility of the selection and employment of people. We must attach importance to the theoretical study of the construction of the ruling backbone team and make great efforts to grasp the basic law of the construction of the ruling backbone team.
