网络舆论监督的发展态势与有效运用

【摘要】：随着网络舆论监督与反腐倡廉的形势发展,相关部门对网络监督的态度实现了从消极到积极的转变,国内网络监督格局也逐渐实现了从民间主导到官方主导的转变。网络舆论监督具有主体多元、全天候与全方位、快捷高效、安全廉价等优势,有助于促进对违纪违法案件的查办,增强反腐倡廉积极主动性与公职人员廉洁自律自觉性,有助于开辟党风廉政建设新渠道新局面;但也存在不实举报、非理性言论、放大腐败严峻形势等突出问题。新时期有效运用网络监督助推党风廉政建设,既要增强监督意识,尊重与保障民众监督权,有效汲取网络舆论监督力量,也要运用网络技术推进权力公开与政治透明,加强网络舆论监督平台建设,还要把网络舆论监督置于权力监督体系中系统思考。
[Abstract]:With the development of network public opinion supervision and anti-corruption, the attitude of relevant departments to network supervision has changed from negative to positive, and the pattern of domestic network supervision has gradually realized the transformation from folk leading to official leading. Internet public opinion supervision has the advantages of multiple subjects, all-weather and omni-directional, fast and efficient, safe and cheap, and so on, which will help to promote the investigation and handling of cases of violation of discipline and law, strengthen the active initiative in combating corruption and advocating honesty, and enhance the public officials' consciousness of being honest and self-disciplined. It is helpful to open up a new channel for the construction of party style and clean government, but there are also some outstanding problems such as false reporting, irrational remarks and magnifying the serious situation of corruption. In the new period, the effective use of network supervision to promote the construction of party style and clean government should not only strengthen the consciousness of supervision, respect and protect the right of public supervision, effectively absorb the power of supervision by network public opinion, but also use network technology to promote power openness and political transparency. Strengthen the construction of network public opinion supervision platform, and put network public opinion supervision in the system of power supervision.
