干部选拔任用如何突破部门化的“瓶颈”——关于打破干部部门化的调查与思考

【摘要】：当前各地在打破党委主要职能部门干部选拔任用部门化问题上取得了一定成效。但在干部选拔任用的部门主导权、"一把手"用人权、选任机会和选任渠道等方面还存在一些突出问题。解决这些问题,必须分析与研究其形成的深层原因,并从树立正确选任标准和导向、规范初始提名制度、完善选任程序和运行机制、健全政绩考评方法、拓宽选任渠道、强化监督机制、明确选任责任等方面打破干部选拔任用的部门化。
[Abstract]:At present, various localities have achieved certain results in breaking the issue of the selection and appointment of cadres in the main functional departments of party committees. However, there are still some outstanding problems in the power of leading the department in selecting and appointing cadres, the use of human rights, the opportunities and channels for selecting and appointing cadres. To solve these problems, it is necessary to analyze and study the underlying causes of their formation, and to establish a correct selection standard and guidance, standardize the initial nomination system, perfect the selection procedure and operational mechanism, improve the methods of political achievement evaluation, and broaden the channels for selection. Strengthen the supervision mechanism, clear selection responsibility and other aspects to break the departmental selection and appointment of cadres.
