“五大发展理念”在地方党政领导班子考核中的运用与实践

【摘要】："创新、协调、绿色、开放、共享"五大理念是指导今后中国发展方向、发展路径、发展着力点的重要思想。在现行治理结构下,经济社会的发展推动很大程度上依靠各级地方党委和政府主导落实,因此地方党政领导班子思想观念的转变,一定程度对经济社会发展起着决定性作用。为此,以陕西省委、省政府对各市、县考核为依据,从地方党政领导班子考核的视角,围绕考核指标体系、考核分值权重以及考核方法的改进等,建构了通过考核"指挥棒"推动"五大发展理念"落实的路径,以使制度优势转化为治理效能,进一步推进治理体系和治理能力现代化。
[Abstract]:"Innovation, coordination, green, openness and sharing" are the important ideas to guide China's development direction, development path and development focus in the future. Under the current governance structure, the development of economy and society depends on the local party committees and governments at all levels to lead the implementation to a great extent, so the change of ideology and concept of the local party and government leading bodies plays a decisive role in the economic and social development to a certain extent. Therefore, on the basis of the assessment of the Shaanxi Provincial Party Committee and the provincial government to the cities and counties, and from the perspective of the local party and government leading bodies, it revolves around the examination index system, the weight of the assessment points and the improvement of the assessment methods, etc. This paper constructs a way to promote the implementation of "five development concepts" by examining the "baton", so as to transform the system superiority into governance efficiency and further promote the modernization of governance system and governance ability.
