新形势下依规治党的关键及实现路径

【摘要】：依规治党是中国共产党长期实践经验的总结,是新形势下推进全面从严治党的根本路径。党的十八大以来治党经验的总结和升华、党内违规违纪现象的存在及严肃党内政治生活的要求,是重申依规治党的现实依据。永葆党规的良质性、党规的全面实施及防止明规则被潜规则化是实现依规治党的难点;全面有效的监督和抓住关键少数是实现依规治党的重点。新形势下,提高党规执行力、强化党内监督、严明党的纪律、领导干部模范遵守党规、严肃追责问责等是彻底实现依规治党的主要路径。
[Abstract]:Ruling the Party according to rules is a summary of the long practical experience of the CPC and the fundamental path of promoting the Party's comprehensive and strict administration under the new situation. The summary and sublimation of the experience in running the party since the 18th National Congress of the Party, the existence of the phenomenon of violation of rules and discipline within the Party and the requirement of serious political life within the Party are the realistic basis for reiterating the party's administration according to rules and regulations. It is difficult to keep the good quality of the Party's rules, to implement the Party's rules in an all-round way and to prevent the explicit rules from being changed into hidden rules, and to supervise and grasp the key few in an all-round and effective way is the key point to realize the party's administration by the rules. Under the new situation, improving the execution of party rules, strengthening the supervision within the party, strict party discipline, leading cadres to abide by the party rules and regulations, and pursuing the responsibility seriously are the main ways to realize the party administration in accordance with the rules and regulations.
