以共青团为枢纽的“政社合作型”青少年事务工作模式研究

【摘要】：随着经济社会的快速发展,青少年的成长环境发生了深刻变化,对政府青少年事务及共青团工作都带来了巨大的影响和挑战。党的十八大、十八届三中全会提出了要深化行政体制改革,转变政府职能,处理好政府与市场、政府与社会关系。在社会治理创新和“政社互动”的大背景下,共青团作为党和政府联系青年的桥梁及纽带,如何发挥枢纽作用,整合各方资源,运用专业力量,承接政府青少年事务,成为推动共青团自身创新发展,扩大组织有效覆盖面,提高吸引力和凝聚力的重要内容。本文在界定青少年及青少年事务等核心概念的基础上,对国内外青少年事务工作模式进行分析和评价,研究了政府与社会组织在青少年服务方面各自承担的角色及发挥的作用,尝试提出构建以共青团为枢纽的“政社合作型”青少年事务工作模式。同时,以苏州共青团作为调研对象,分析了苏州共青团在探索建立青少年社区服务体系中的主要做法、主要成效和主要问题。通过上述分析和论证,本文提出了对构建以共青团为枢纽的“政社合作型”青少年事务的对策建议,即加大对共青团承接政府青少年事务的支持力度,有效完善青年社会组织和青少年社工人才的培育体系,不断拓宽共青团专业化、社会化的工作路径。
[Abstract]:With the rapid development of economy and society, the growth environment of young people has undergone profound changes, which has brought great influence and challenge to the government youth affairs and the work of the Communist Youth League. The 18th Party Congress and the third Plenary session of the 18th CPC Central Committee put forward the need to deepen the reform of the administrative system, transform the functions of the government, and handle well the relationship between the government and the market, and between the government and the society. Against the background of social governance innovation and "political and social interaction", the Communist Youth League, as a bridge and link between the Party and the government to connect youth, how to play a pivotal role, integrate resources from all sides, use professional strength to undertake government youth affairs, It has become an important content to promote the innovation and development of the Communist Youth League, to expand the effective coverage of the organization and to enhance its attractiveness and cohesion. On the basis of defining the core concepts of youth and youth affairs, this paper analyzes and evaluates the working modes of youth affairs at home and abroad, and studies the respective roles and roles of the government and social organizations in youth services. This paper tries to establish a cooperative work model of youth affairs with the Communist Youth League as its pivot. At the same time, taking the Suzhou Communist Youth League as the research object, this paper analyzes the main methods, main achievements and main problems of the Suzhou Communist Youth League in exploring the establishment of the youth community service system. Through the above analysis and argumentation, this paper puts forward the countermeasures and suggestions to construct the "political and social cooperative" youth affairs with the Communist Youth League as the hub, that is, to increase the support for the Communist Youth League to undertake government youth affairs. Effectively improve the youth social organizations and youth social workers training system, and constantly broaden the work path of specialization and socialization of the Communist Youth League.
