习近平治理“为官不为”问题的思想探析

【摘要】：党的十八大以来,针对干部履职中日益突出的"为官不为"现象,习近平从官德修养、培养公仆意识、党和人民事业发展、党的执政地位和国家的长治久安等方面,充分认识治理的必要性和紧迫性;准确把握"为官不为"问题的现实表现,深刻剖析其成因;提出了积极有效的治理之道,即主动学习和教育培训相结合、从严管理和热情关心相结合、党内监督和社会监督相结合、加大治理力度与创新机制相结合。
[Abstract]:Since the eighteen Party of the party, in view of the increasingly prominent phenomenon of "not for officials", Xi Jinping has fully recognized the necessity and urgency of governance in the aspects of the cultivation of official morality, the awareness of public servants, the development of the party and the people, the ruling status of the party and the long-term stability of the country, and the accurate grasp of the realistic performance of the problem of "not being the official". This paper analyzes its causes, and puts forward a positive and effective way of governance, that is, the combination of active learning and education training, the combination of strict management and enthusiastic care, the combination of inner party supervision and social supervision, and the combination of strengthening governance and innovation mechanism.
