解放战争时期山东解放区的士兵归队运动

【摘要】：革命战争期间,兵员逃跑现象难以避免,士兵归队工作遂成为人民军队建设的一项常规工作。苏区时期,中共士兵归队工作起步。抗日战争时期,归队政策与原则理念日趋成熟。到解放战争时期,山东解放区的参军动员堪称典范,但归队任务也极其艰巨。面对归队对象的公开对抗与规避,以及种种困境,山东解放区通过对基层干部思想认识及工作作风的改造、拥军优属政策执行偏差的纠正、群众动员与作用的发挥、部队后续教育管理的重视等工作,开展了较有成效的士兵归队运动。这一实践也充分演绎和诠释了中共的革命性、主动性与创造性。
[Abstract]:During the revolutionary war, the escape phenomenon of the soldiers was difficult to avoid. The return of soldiers became a regular work for the construction of the people's army. In the period of the Soviet Area, the Communist Party soldiers returned to work. In the period of the war of resistance against Japan, the policies and principles of the return of the troops were maturing. In the period of the war of liberation, the mobilization of the army in Jiefang District, Shandong was a model, but returned to the army. In the face of the open confrontation and evasion of the object of the return and various difficulties, Jiefang District, Shandong, has carried out the more effective soldiers through the reform of the ideological understanding and work style of the cadres at the grass-roots level, the correction of the deviation of the policy implementation, the mobilization and function of the masses, the attention of the follow-up education management of the army and so on. This practice also fully deducts and interprets the revolutionary, initiative and creativity of the Communist Party of China.
