闽清县工程建设领域腐败及其治理研究

【摘要】：腐败是一种社会历史现象,腐败行为的治理是当今世界各国普遍关注的问题。改革开放以来,随着城镇化进程的不断推进,公共基础设施不断完善,交通、水利、市政、能源等重点项目纷纷上马,在刺激经济增长的同时,也成了某些腐败分子谋取私利的工具。官商勾结、权钱交易,暗箱操作使工程领域成了腐败的“高发区”、“重灾区”,严重的破坏了社会主义市场经济秩序。研究工程建设领域腐败治理问题不仅是在新形势下,弘扬传播社会正能量,维护健康有序市场秩序,促进经济社会良性发展的重要举措,而且对探索和优化工程建设领域腐败治理新思路、新对策具有重要的理论意义。本文运用理性“经济人”假设、权力寻租、信息不对称等理论,详实的分析了闽清县工程领域腐败及其治理现状,对当前腐败治理机制进行研究,并提出治理工程领域腐败问题的对策建议。首先,先阐明研究的背景和意义,并对国内外研究现状进行评述,介绍研究方法和研究思路,剖析创新与不足之处。其次,对腐败、工程腐败、腐败治理的概念进行界定,阐述“经济人”假设、权力寻租、信息不对称理论等相关内容,为本文的研究奠定基础。再次,从闽清县工程建设领域腐败现状入手,分析该县近年来查处的典型案例,通过对工程领域腐败表现的形式、特征进行研究,剖析腐败产生的根源；并梳理出当地治理工程领域腐败问题的举措,评价腐败治理取得的成效,客观指出存在的不足,为进一步治理工程领域腐败问题指明方向。最后,基于对工程建设领域腐败与反腐败现状研究,在该县治理工程领域腐败经验基础上,从政治、经济、法制三个方面入手,以深化行政体制改革为核心动力,以增加官员犯罪成本为基本手段,以全面推进依法治腐为根本保障,重点完善一套工程领域选人用人和激励约束制度,对闽清县工程建设领域腐败治理对策进行优化,为新时期治理工程建设领域腐败问题提供一些可供参考的经验举措。
[Abstract]:Corruption is a social and historical phenomenon, the governance of corruption is a universal concern in the world. Since the reform and opening up, with the continuous progress of urbanization, public infrastructure has been continuously improved, transportation, water conservancy, municipal, energy and other key projects have been launched to stimulate economic growth at the same time. It has also become a tool for some corrupt elements to seek personal gain. The collusion of government and business, the trade of power and money, the operation of secret box make the engineering field "high incidence area" and "disaster area", and seriously destroy the order of socialist market economy. The study of corruption management in the field of engineering construction is not only an important measure to promote and spread positive social energy, maintain healthy and orderly market order, and promote the healthy development of economy and society under the new situation, Moreover, it is of great theoretical significance to explore and optimize the new ideas and countermeasures of corruption control in the field of engineering construction. Based on the theory of rational "economic man", power rent-seeking and information asymmetry, this paper makes a detailed analysis of the current situation of corruption and its governance in the field of engineering in Minqing County, and studies the current governance mechanism of corruption. And put forward the countermeasures and suggestions to deal with the problem of corruption in the field of engineering. First of all, the background and significance of the research are clarified, and the current research situation at home and abroad is reviewed, the research methods and research ideas are introduced, and the innovations and shortcomings are analyzed. Secondly, it defines the concepts of corruption, engineering corruption and corruption governance, expounds the hypothesis of "economic man", power rent-seeking, information asymmetry theory and so on, which lays a foundation for the study of this paper. Thirdly, starting with the current situation of corruption in the field of engineering construction in Minqing County, this paper analyzes the typical cases investigated and dealt with in this county in recent years, studies the forms and characteristics of corruption in the field of engineering, and analyzes the root causes of corruption. The measures of local governance of corruption in engineering field are combed out, the effect of corruption governance is evaluated, the shortcomings are pointed out objectively, and the direction for further treatment of corruption in engineering field is pointed out. Finally, based on the study of the current situation of corruption and anti-corruption in the field of engineering construction, and on the basis of the corruption experience in the field of governance engineering in the county, the paper starts with three aspects: politics, economy and legal system, and takes deepening the reform of administrative system as the core motive force. To increase the cost of official crime as the basic means, to comprehensively promote the rule of law as the fundamental guarantee, to focus on perfecting a system of selection, employment, encouragement and restraint in the field of engineering, and to optimize the countermeasures of corruption control in the field of engineering construction in Minqing County. It provides some experience measures for the management of corruption in the field of engineering construction in the new period.
