中国共产党党内法规的功能与作用

【摘要】：从传统到现代的转型过程中,中国共产党也必须经历从革命党到执政党的转变。这也意味着中国共产党自身权威类型的变化,即从卡理斯玛权威类型向制度性法理权威类型的转变。建立和完善作为制度表现形式而存在的党内法规体系是中国共产党确立制度性法理权威的主要体现。通过加强各级党组织的制度化建设、党委和党组织权力配置的规范化建设以及党员活动的规范化等方式,提升了中国共产党在公共治理中的能力。党内法规在党内治理中也发挥了重要作用,从而有助于提升中国共产党自身的民主性和团结性。
[Abstract]:In the process of transformation from tradition to modern, the Communist Party of China must also undergo the transformation from revolutionary party to ruling party. This also means the change of the type of authority of the Communist Party of China itself, that is, the transformation from the type of authority of Karisma to the type of authority of institutional jurisprudence. The establishment and perfection of the inner-party legal system as a form of institutional expression is the main embodiment of the establishment of institutional legal authority by the CPC. By strengthening the institutionalization of party organizations at all levels, the standardization of power allocation of party committees and party organizations, and the standardization of Party members' activities, the ability of the Communist Party of China in public administration has been enhanced. Party laws and regulations also play an important role in party governance, thus helping to promote the democracy and unity of the Communist Party of China itself.
