多元共治下农村基层党组织领导核心地位研究

【摘要】：农村基层党组织是党在农村的基石,肩负着宣传党的政策、落实党的方针,带领农民建设社会主义新农村的重任。其领导核心地位的确立有着充分的理论、历史和现实依据,但在现实情况中,领导核心地位正面临着自身问题以及多元共治其他主体的挑战。这些主体的兴起在发挥参与村庄治理作用的同时,可能会加剧精英阶层目标异化、农村利益分化、普通农民参与缺位等问题。党组织自身存在着党员的理想信念缺失、作风不正、党员构成缺陷、党员流动性和党员利益分化等问题,侵蚀着党的核心地位。其他主体能够当好党组织好帮手、监督员,实现合作共赢的同时,也存在着错乱党组织角色、削弱党组织权威、工作开展受阻、动员减弱等消极影响,最终威胁着农村基层党组织的领导核心地位。自身和外部的双重挑战使得巩固农村基层党组织成为必要,因为通过这些挑战可以看到领导核心地位不是一劳永逸的,而农村基层党组织的稳固关系到党的执政根基,也关系到农村治理能力的现代化。农村基层党组织的领导核心地位应当体现在发挥领导核心作用上,担当村庄规则的制定者、多元共治的总指挥、各方利益的整合者和村民自治的护航者。而要实现这些,农村基层党组织应该加强思想建设和班子建设,转变自身的选举方式、工作方式、监督方式,并将坚持以人民为中心贯穿工作的始终。此外,农村基层党组织领导核心地位的巩固也离不开上级态度、资金、智力和人力的支持。在巩固其多元共治的领导核心地位后,基层党组织会在乡村治理中发挥更大的作用,推动农村向好发展。
[Abstract]:The rural grassroots Party organization is the cornerstone of the Party in the countryside, shouldering the important task of propagating the Party's policy, carrying out the Party's policy, and leading the peasants to build a new socialist countryside. The establishment of its leading core position has sufficient theoretical, historical and realistic basis, but in reality, the leadership core position is facing its own problems and the challenge of multiple and co-governing other subjects. The rise of these subjects may aggravate the alienation of the elite class, the differentiation of rural interests, the absence of ordinary farmers' participation and so on, while playing the role of participating in the governance of the village. The Party organization itself has some problems, such as the lack of ideals and beliefs of the Party members, the incorrect style of work, the defects of the composition of the Party members, the mobility of the Party members and the differentiation of the interests of the Party members, which erodes the core position of the Party While other main bodies can be good helpers and supervisors of the party organizations and achieve win-win cooperation, there are also negative effects such as confusing the role of the party organizations, weakening the authority of the party organizations, obstructing the development of work, and weakening mobilization, etc. Finally, it threatens the leading core position of the rural grass-roots party organization. The dual challenges of self and external make it necessary to consolidate the rural grass-roots party organizations, because through these challenges, we can see that the core position of the leadership is not permanent, and the stability of the rural grass-roots party organizations is related to the ruling foundation of the party. Also related to the modernization of rural governance capacity. The leading core position of the rural grass-roots party organizations should be embodied in giving full play to the central role of the leadership, acting as the village rule maker, the general command of pluralistic and co-governance, the integrator of the interests of all parties and the escort of the villagers' autonomy. To realize this, the rural grass-roots party organizations should strengthen ideological construction and team building, change their own election, work, supervision, and adhere to the people as the center throughout the work. In addition, the consolidation of the leadership core position of rural grassroots party organizations can not be separated from the support of superior attitude, capital, intelligence and manpower. After consolidating its leading core position of pluralistic and co-governance, the grass-roots party organizations will play a greater role in rural governance and promote the development of rural areas.
