国家监察体制改革“试点工作在全国推开”的法理思考

【摘要】：正习近平总书记在党的十九大报告中指出,"深化国家监察体制改革,将试点工作在全国推开,组建国家、省、市、县监察委员会,同党的纪律检查机关合署办公,实现对所有行使公权力的公职人员监察全覆盖。制定国家监察法,依法赋予监察委员会职责权限和调查手段,用留置取代‘两规’措施"。这清晰阐明了国家监察体制改革的基本内涵、基本任务和基本要求。十九大报告关于将监察体制改革试点工作在全国推开、特别是"合署办公""职责权限""调查
[Abstract]:General Secretary Xi Jinping pointed out in the report of the 19th National Congress of the Party: "deepen the reform of the state supervisory system, push forward the pilot work throughout the country, set up state, provincial, municipal, and county supervisory committees, and co-operate with the party's disciplinary inspection organs." Achieve full coverage of all public officials exercising public power. State supervision law shall be enacted, the supervisory committee shall be given the responsibility and investigation means according to law, and the 'two rules' measures shall be replaced by retention. This clearly clarifies the basic connotation, basic tasks and basic requirements of the reform of the state supervision system. The Nineteenth National Congress of the people's Congress reported that the pilot work on the reform of the supervisory system should be pushed forward throughout the country, especially the "co-location" and "responsibility and authority" investigation.
