基层党组织创新社区服务供给机制研究——以C市J区为例

【摘要】：新时期基层社会治理体制变迁和治理环境变化对基层党组织发挥服务群众功能提出了新的挑战,要求基层党组织以创新社区服务供给机制为突破口,加强基层服务型党组织建设。按照基层党组织提供社区服务的过程环节,同时融入新时期社区治理体制和治理环境要求的"治理"元素,可将基层党组织创新社区服务供给机制框架构建为强调表达、有效的社区服务需求获取机制,强调参与、协商、回应的社区服务决策形成机制,强调合作、协调、法治的社区服务供给实现机制和强调参与、透明的社区服务效果评价机制。对于这一基层党组织创新社区服务供给机制的理论框架,C市J区基层党组织在社区服务供给实践中探索总结的"五全工作法"给出了一个较好诠释,并提供了该理论框架具备实践应用可能与积极价值的现实支撑。基于此,可以通过优化基层党组织设置方式、搭建"双向互动式"社区服务需求获取渠道、注重社区服务决策过程的参与协商和利益平衡、明确不同服务提供主体间的分工协作、增强社区服务供给过程的法治保障、确保社区服务效果评价的主体多元和过程公开等现实路径,促进基层党组织创新社区服务供给机制的实践形成并付诸运转,进而推动基层服务型党组织的建设进程。
[Abstract]:In the new era, the changes in the social governance system and the governance environment at the grass-roots level have posed a new challenge to the grass-roots party organizations in giving full play to the function of serving the masses, and required the grass-roots party organizations to take the innovation of the community service supply mechanism as a breakthrough. We will strengthen the building of grass-roots service-oriented party organizations. According to the process of providing community service by grass-roots party organizations and incorporating the "governance" elements of community governance system and governance environment requirements in the new period, we can construct the framework of innovative community service supply mechanism of grass-roots party organizations as an emphasis expression. Effective community service demand acquisition mechanism, emphasis on participation, consultation, response to community service decision-making mechanism, emphasis on cooperation, coordination, rule of law community service supply realization mechanism and emphasis on participation, transparent community service effect evaluation mechanism. This paper gives a better interpretation of the "five complete work method", which is a theoretical framework for the grass-roots party organization to innovate the community service supply mechanism in the practice of community service supply in the J district of C city. It also provides the practical support for the practical application and positive value of the theoretical framework. Based on this, we can optimize the way of setting up grass-roots party organizations, build "two-way interactive" community service demand access channels, pay attention to community service decision-making process participation and consultation and balance of interests. Make clear the division of labor and cooperation among different service providers, strengthen the legal protection of the process of community service supply, and ensure that the main body of the evaluation of community service effect is diversified and the process is open and so on. The practice of promoting the grass-roots party organizations to innovate the community service supply mechanism is formed and put into practice, and then the construction process of the grass-roots service-oriented party organizations is promoted.
