村民自治中基层党组织作用研究

【摘要】：中国特色社会主义民主在农村的典型表现形式就是村民自治。村民自治是一种社会主义民主实践,从社会主义民主实践活动来讲,只有在中国共产党的带领下,村民自治才有意义。农村基层党组织,是党在农村的战斗堡垒,只有切实加强农村基层党组织的作用,才能从根本上解决村民自治中存在的问题,保障村民自治的平稳运行。全文共分为四个章节进行撰写:第一章引言,主要介绍了研究的背景、意义、综述、方法及创新点等内容。第二章村民自治和农村基层党组织的概述,通过对村民自治和农村基层党组织各自的概述,解释说明了我国村民自治无法脱离农村基层党组织的领导,只有加强农村基层党组织的作用才能保证村民自治的平稳运行。第三章农村基层党组织在村民自治中作用发挥存在的问题及原因,解释说明了目前我国农村基层党组织在村民自治中作用发挥方面所存在的问题及原因,通过对问题和原因的分析,对当前我国农村基层党组织作用发挥的现状进行初步的认识。第四章村民自治中加强基层党组织作用的对策,主要分析了当前我国村民自治中加强基层党组织作用的具体建议,分别从基层党组织的功能、其他社会组织以及基层党组织自身建设三个方面来分析,为农村基层党组织在村民自治中作用的加强提供切实可行的对策,保证基层党组织的领导核心地位。农村基层党组织与村民自治的关系直接影响着农村社会的稳定性,只有不断加强和深化这种关系,才能体现出基层党组织的作用。村民自治建设的好与坏,直接关系到广大农村的稳定与否,关系到广大农民群众的自身利益。基层党组织作为党在基层的工作中心,是与农村最为密切的组织。我国村民自治的运行,离不开基层党组织的建设与发展,离不开基层党组织作用的实现。
[Abstract]:The typical manifestation of socialist democracy with Chinese characteristics in rural areas is villager autonomy. Villager autonomy is a kind of socialist democratic practice. In terms of socialist democratic practice, villagers' autonomy is meaningful only under the leadership of the Communist Party of China. Rural grassroots Party organizations are the bastion of the Party's battle in rural areas. Only by strengthening the role of rural grassroots Party organizations can we fundamentally solve the problems existing in villager autonomy and ensure the smooth operation of villager autonomy. The thesis is divided into four chapters: the first chapter introduces the background, significance, summary, method and innovation of the research. The second chapter is an overview of villager autonomy and rural grass-roots party organizations. By summarizing the villagers' autonomy and the rural grass-roots party organizations, the author explains that the villagers' autonomy cannot be separated from the leadership of the rural grass-roots party organizations. Only by strengthening the role of rural grass-roots party organizations can we guarantee the smooth operation of villagers' self-governance. The third chapter explains the problems and reasons of rural grass-roots party organizations in the role of villager autonomy, explains the current rural grass-roots party organizations in the role of villagers in the role of the problems and reasons. Based on the analysis of the problems and causes, this paper makes a preliminary understanding of the current situation of the function of the rural grassroots party organizations in China. Chapter IV measures to strengthen the role of grass-roots party organizations in villager autonomy, mainly analyzes the specific suggestions for strengthening the role of grass-roots party organizations in the current villagers' autonomy, respectively from the functions of grass-roots party organizations. Other social organizations and grass-roots party organizations themselves are analyzed in order to provide practical countermeasures for strengthening the role of rural grass-roots party organizations in villager autonomy and to ensure the leadership core position of grass-roots party organizations. The relationship between rural grass-roots party organizations and villagers' autonomy directly affects the stability of rural society. Only by constantly strengthening and deepening this relationship can the role of grass-roots party organizations be reflected. The good or bad construction of villagers' autonomy is directly related to the stability of the rural areas and the self-interest of the broad masses of peasants. As the work center of the Party at the grass-roots level, the grass-roots Party organization is the closest organization to the countryside. The operation of villager autonomy in China is inseparable from the construction and development of grass-roots party organizations and the realization of the functions of grass-roots party organizations.
