信息网络时代领导干部舆论驾驭能力研究——基于舆论场结构变化的分析

【摘要】：在信息网络时代,舆论驾驭能力越来越成为各级领导干部政治素养和能力体系的重要组成部分。这一问题的重要性在于:由市场经济引发的社会结构变革和由传播技术引发的舆论结构变革的相互交织,共同培养和塑造了具有独立思考精神和能力的新一代中国公民。必须承认,这一新的社会主体已经成为社会舆论从"群众舆论"演变为"公民舆论"最基本、最核心的社会要素,对在传统政治话语中由领导与群众构建而成的领导素养提出了最现实的能力挑战。因此,积极提升各级领导干部的舆论驾驭能力就成为必要而紧迫的长期工程。
[Abstract]:In the era of information network, the ability of controlling public opinion has become an important part of the political literacy and ability system of leading cadres at all levels. The importance of this problem lies in: the interweaving of the social structure change caused by the market economy and the public opinion structure change caused by the communication technology, together has cultivated and molded a new generation of Chinese citizens with independent thinking spirit and ability. It must be acknowledged that this new social subject has become the most basic and core social element of public opinion from "public opinion" to "public opinion". It puts forward the most realistic ability challenge to the leadership literacy constructed by the leaders and the masses in the traditional political discourse. Therefore, it is a necessary and urgent long-term project to actively promote the ability of controlling public opinion of leading cadres at all levels.
