中国共产党执政成本的控制策略研究

【摘要】：执政成本是指政党在执政过程中所消耗掉的各种资源的总和,包括政党为维持执政地位和政权运行的成本、政党推行自己的社会理想和政治主张的成本。中国共产党执政成本是中国共产党在执政过程中所使用的全部物质性成本和精神性成本的总和。现阶段公务活动成本、干部培训成本、政府福利性支出成本构成了中国共产党物质性执政成本的主要组成部分;控制意识形态的成本、主导社会舆论的成本、引领社会价值体系的成本构成了中国共产党精神性执政成本的主要组成部分。在新的历史条件下,研究中国共产党执政成本的控制策略问题是一个具有重大历史价值和现实意义的问题。
[Abstract]:The ruling cost refers to the sum of all kinds of resources consumed by the political party in the process of ruling, including the cost of maintaining the ruling position and the running of the political power, and the cost of the political party carrying out its own social ideal and political proposition. The ruling cost of the Communist Party of China is the sum of all the material and spiritual costs used by the Communist Party of China in the process of ruling. At this stage, the cost of official activities, the cost of cadre training and the cost of government welfare expenditure constitute the main components of the material ruling cost of the Communist Party of China, the cost of controlling ideology and the cost of dominating public opinion. The cost of leading the social value system constitutes the main component of the CPC's spiritual ruling cost. Under the new historical conditions, it is of great historical value and practical significance to study the control strategy of the ruling cost of the Communist Party of China.
