“能下”新规可能面临的最大现实难题

【摘要】:领导干部能上能下《规定》是将"要么原地踏步,要么进步"的单向激励完善为"干得好就进步,干得不好就退步"的双向激励,填补了负面激励的缺位。期待《规定》能够在实践中不断丰富,汲取更多经验智慧,真正成为全面从严治党战略走向动态化的治本之策。
[Abstract]:Leading cadres' ability and ability of "stipulation" is to perfect the one-way incentive of "either standing still or making progress" to the two-way incentive of "good work is progress, bad work is retrogressive", which fills up the lack of negative incentive. It is expected that the "stipulation" can be enriched in practice, absorb more experience and wisdom, and become a radical and dynamic strategy for the Party's comprehensive and strict administration.
