新泰市村干部激励机制研究
[Abstract]:With the profound changes of rural economic and social structure, urban and rural interest pattern and farmers' ideology, the importance of rural grass-roots organization construction is becoming more and more obvious. The purpose of this paper is to study the working and living conditions of village cadres in the present period, to analyze the problems and deficiencies in the incentive mechanism of village cadres, and to study and find relevant information. On the basis of empirical research, this paper analyzes how to perfect the incentive mechanism of rural grassroots village cadres, with a view to improving the working level and quality of village cadres, building up excellent rural grass-roots organizations, and thus continuously promoting the construction of rural grass-roots democratic politics. We will improve the scientific level of rural social management. First of all, this paper uses the method of consulting literature, consulting a large number of the research results of rural grass-roots organization construction, referring to some related monographs, literature, newspapers, magazines and Internet search and inquiry methods to collect data, in order to improve their theoretical level. Identify the concerns of related areas of research. In addition, the field investigation method has been applied to make full use of the favorable conditions of their own work, to go deep into the grass-roots villages and towns and villages and houses to carry out investigation and research, to hold detailed discussions with some village cadres, to obtain some relevant data, and to collate and analyze the data through statistical analysis. To understand in detail the current situation and existing problems of the incentive mechanism of rural grassroots organization cadres in Xintai City, listen to opinions from all sides and grasp the facts. Finally, the qualitative analysis method is used to analyze and process the contents of the text or other non-quantitative forms of data, and to carry out a comprehensive investigation and analysis from "quantity" to "quality" to the object of study. To be specific, it is to use various scientific methods to process all kinds of materials obtained from the incentive mechanism of rural cadres in Xintai City, to realize the essence of the problem, and to reveal the important role of the incentive mechanism of rural cadres at the grass-roots level. Through the research on the incentive mechanism of village cadres, this paper puts forward some relevant countermeasures to improve the incentive mechanism, including: perfecting the material incentive means, solving the worries of village cadres from the aspects of salary and old-age security, and innovating the ways and methods of incentive. Through the improvement of system and system, we can realize the regular encouragement of village cadres, perfect the democratic appraisal mechanism, strengthen the supervision of the masses, perfect the supervision mechanism of cadres, realize the supervision of village cadres from the outside, and improve the work effect. To guide village cadres to achieve self-motivation, to stimulate the autonomy of village cadres to improve the effectiveness of work. The key points are to improve the reputation mechanism of village cadres, to maintain and enhance the reputation of village cadres through the system, to enhance the prestige of village cadres among the villagers, to reduce the difficulty of work, and to enhance the effectiveness of work. To promote the mutual flow of village cadres and groups, to form a good atmosphere of mutual learning and progress, in order to improve the overall quality of village cadres, and to propose the establishment of a system of voluntary supervisors at the village level, and the mobilization of party members and mass forces to carry out social supervision, To carry out external supervision on the work of village cadres, promote the village cadres to change their concepts and enhance their sense of responsibility and mission. Based on the empirical study on the practical problems of the incentive mechanism of village cadres in Xintai City, this paper draws the relevant countermeasures and suggestions in order to achieve the perfection of the relevant system and to build a feasible and effective incentive system for village cadres. In order to strengthen the supervision and guidance of village cadres from many levels, meet their material and spiritual needs, improve the enthusiasm and sense of responsibility of village cadres, improve the work efficiency of village cadres, and thus achieve our research objectives.
