[Abstract]:According to the 39th China Internet Network Development Statistics report released by the China Internet Information Center (CNNIC), as of December 2016, there were 731 million Internet users in China, and the Internet penetration rate reached 53.2cm, of which 695 million were mobile phone users, accounting for 95.1 percent. The Internet is increasingly becoming a new platform for gathering public opinions and expressing interests. In April 2016, General Secretary Xi Jinping pointed out at the Symposium on Network Security and Informatization: "be good at using the Internet to understand public opinion and carry out work."
