政治生态视域下《准则》和《条例》落实问题研究

【摘要】：新修订的《中国共产党廉洁自律准则》(以下简称《准则》)和《中国共产党纪律处分条例》(以下简称《条例》),充分体现了依规治党、标本兼治、纪在法前、纪比法严的正确方向,是全面从严治党的实践成果。政治生态理论的兴盛为《准则》和《条例》落实问题的研究提供了新思路新方法,这两者之间存在着结构性依赖和制约的关系。文章针对政治生态中存在的相关问题,通过固本护元,塑魂补钙提升党性修养;衔接整体,抓好党员干部队伍建设;制度构建,建立健全制约监督体系;加强宣传,减弱规则实施过程阻力;重拳出击,有效增强规矩执行力度这五方面实现政治生态的净化与重构,探寻中国解决政治生态危机的根本途径,督促《准则》和《条例》的落地生根。
[Abstract]:The newly revised guidelines on Integrity and Self-discipline of the Communist Party of China (hereinafter referred to as "Criterion") and the "regulations on discipline of the CPC" (hereinafter referred to as "regulations") fully reflect the correct direction of administering the Party according to rules, treating both causes and symptoms, and discipline before the law. It is the practical result of strict administration of the Party in an all-round way. The prosperity of the political ecological theory provides a new way of thinking and new method for the study of the implementation of the "criteria" and "regulations", and there is a structural dependence and restriction relationship between the two. Aiming at the related problems existing in political ecology, the article promotes the cultivation of the Party spirit by strengthening the foundation and protecting the Yuan, improving the party spirit and training, linking up the whole, doing a good job in the construction of the contingent of party members and cadres, constructing the system, establishing and perfecting the system of restriction and supervision, strengthening propaganda, To weaken the resistance in the process of implementing the rules, to attack with a heavy fist, to effectively strengthen the enforcement of the rules, to purify and reconstruct the political ecology, and to explore the fundamental ways to solve the political ecological crisis in China. Urge the rules and regulations to take root.
