论党员的执政参与权

【摘要】：党的十八届六中全会通过的《关于新形势下党内政治生活的若干准则》,以党内法规的形式细化和拓展了党员的参与权,将其从党内建设领域延伸到党的执政领域,形成了党员执政参与权这一新的权利内涵。作为构成执政党基本元素的全体党员,参与执政应当是其应然权利。执政参与权包括对党执政决策和决定的参与资格权、意见建议权、参与实施权、异议表达权以及成效反馈权。赋予和保障广大党员的执政参与权,对于党民主执政、依法执政和科学执政,巩固党的执政基础、提升党的执政能力、有效实现为民执政的目的具有重要意义。全体党员应当增强执政参与意识,强化维护党的执政地位、提升党的执政能力、投身党的事业的使命感,积极、有序地行使这项权利。
[Abstract]:The "guidelines on Inner-Party political Life under the New situation", adopted by the sixth Plenary session of the 18th CPC Central Committee, have refined and expanded the participation rights of party members in the form of inner-party laws and regulations, extending them from the field of inner-party construction to the ruling field of the Party. Formed the party member in power participation right this one new right connotation. As the basic elements of the ruling party, participating in the ruling party should be its right. The right to participate in power includes the right to participate in the decision-making and decision of the Party, the right of suggestion, the right to participate in the implementation, the right to express dissent and the right to effect feedback. It is of great significance to grant and guarantee the party members the right to participate in the ruling of the Party, to rule by law and to govern scientifically, to consolidate the ruling foundation of the Party, to promote the ruling ability of the Party, and to effectively realize the goal of ruling for the people. All the Party members should strengthen the consciousness of participating in the ruling, strengthen and safeguard the ruling position of the Party, promote the ruling ability of the Party, devote themselves to the mission of the cause of the Party, and exercise this right actively and in an orderly manner.
